Summary

1.1

The following decision is sought

That approval be given to Hampshire Drug and Alcohol Action Team (DAAT) to invite tenders for the provision of a single pan Hampshire drug treatment structured psychosocial intervention and treatment service.

1.2

This report is not for publication as it contains except information within Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972, being information relating to the financial or business affairs of any particular person (including the authority holding that information). Further it is considered that, in all the circumstances, the public interest in maintaining this exemption outweighs the public interest in disclosing this information. While there may be a public interest in disclosing this information, namely financial transparency in the County Council's affairs, it is felt that on balance this is outweighed by other factors in favour of maintaining the exception, namely the contract is subject to confidential third party financial and other negotiations and to reveal details of those negotiations would adversely affect the County Council's negotiating position relating to this contract.

Reason

2.1

Because there is a good evidence base for the effectiveness of psychological treatments for substance misuse, with better treatment outcomes for clients having psychological treatment being shown compared to those with no psychological treatment. Therefore psychological treatments not only maximise wellbeing for drug using individuals, improving their lives and providing them with an opportunity to support themselves, but also will impact positively on the general community, making it safer and more secure for all.

2.2

There is a good evidence base for the effectiveness of psychological treatments for substance misuse, with better treatment outcomes for clients having psychological treatment being shown compared to those with no psychological treatment.

2.3

In discussions with current Service Providers and Service Users, a psychosocial interventions and treatment service was seen as being needed to support clients in making changes to their drug using behaviour and to support the treatment of any non-drug psychological problems in partnership with other more specialised agencies.

2.4

Hampshire DAAT do not currently provide a pan Hampshire coordinated care planned psychosocial intervention and treatment service.

3

Other options considered and rejected

3.1

Do Nothing

This was rejected as psychosocial interventions and treatment are an essential part of some clients planned care pathway and there is no current coordinated service being delivered by the Hampshire DAAT, and therefore this could have a detrimental affect on some clients overall treatment.

3.2

Deliver a psychosocial intervention and treatment service through existing services

This would not lead to a planned and coordinated approach, and could create a risk of different levels and effectiveness of services across Hampshire. This would also mean that the market could not be tested and a competitive tendering process to ensure best value would not be completed.
