1. What are the objectives of the proposal?
On 24 July 2006, Hampshire County Council's Cabinet approved a strategy for primary school provision in the north-east of Andover. The report approved by Cabinet puts forward proposals to improve primary school provision whilst ensuring the best use of resources by reducing surplus places in line with the authority's statutory responsibility for the management of school places. The strategy recognises that communities change over time, often requiring parallel changes to the existing school distribution.
In summary, the strategy:
Addresses the impact of demographic change;
Provides new primary schools within the planned East Anton major development area (MDA) as part of the local community infrastructure in line with County Council policy;
Gives the opportunity to support and raise standards;
Optimises the use of existing County Council resources by putting forward proposals for implementing the wider Children's Services agenda:
Establishment of a full-core offer Children's Centre;
Relocation of Education Centre.
2. Please give details of what consultation has taken place. Copies of:
a. consultation documents, and
b. the views and responses of the persons consulted
should be attached.
Full details are given in the attached report considered by the Children's Services Policy Review Committee on 18 July 2006 and Cabinet on 24 July 2006. A photocopy of the consultation booklet is also attached.
3. Please provide a map showing the location of the school and all other community, voluntary and foundation schools within the relevant radius of the school (two miles for primary, three for secondary)
A map showing all the schools, is attached, as well as a map showing the more immediate locality and the East Anton development area.
4. Please provide a list of all schools within the relevant radius of the school, stating which of such schools are maintained by a different local education authority, together with the following information in respect of each such school for the current school year, and (except for the information specified in sub-paragraph d) the previous school year:
a. the admission number for each relevant age group
b. the number of year groups
c. the capacity of the school; and
d. the number of pupils at the school
and a forecast of the matters specified in sub-paragraphs b to d for each of the subsequent five school years

5. Please provide the following information relating to the school for the current school year and (except for the information specified in sub-paragraph d.) the previous school year:
a. the admission number for each relevant age group
b. the number of year groups
c. the capacity of the school; and
d. the number of pupils at the school.

6. Please provide the following information relating to the accommodation at the school:
a. the location of the accommodation
b. whether the school occupies a single or split site; and
c. details of general and specialist accommodation.
a. Both schools are located in Smannell Road, Andover

c. Shepherds Spring Infant School has 5 classrooms, resource areas, library and a hall. Shepherds Spring Junior School has 6 classrooms, a group room, resource and ICT areas and a hall.
7. Please provide details of proposals for pupils who are currently at the school to transfer to other schools together with any appropriate transitional provisions.
Places will be available at Knights Enham Infant and Junior Schools, Roman Way Primary School or Vigo Infant and Junior Schools for all pupils displaced by this closure. Wherever possible, parental preference will be taken into account.
8. Please provide an assessment of the quality of any schools to which it is proposed that such pupils may transfer

9. Please provide a statement as to whether the school has been inspected under section 10 of the School Inspections Act 1996 during the last three years and, if it has, the date of the inspection and details of the outcome.
Shepherds Spring Infant School was last inspected in January 2004. The summary from the inspection report is appended.
Shepherds Spring Junior School was last inspected in November 2002.
10. Where the school provides sixth form education, please provide in relation to the school the information specified in paragraph 2 of the supplementary information pro forma for alterations involving sixth forms (attached)
