1. Role of the Committee and Purpose of the Report
1.1. The role of the Children and Young People Policy Review Committee (CYP PRC) is to consider how effectively the services and decisions of Hampshire County Council are deployed and corporate policy developed, implemented and evaluated. The purpose of this report is to alert Members of the CYP PRC to a range of relevant issues that relate to the work e through which act on the functioning of the County Council and identify those that matters that may benefit from additional scrutiny by the Committee.
1.2. Items put forward for consideration by the Committee will be informed by a wide variety of sources. Information included in this report will therefore be drawn from
_ Forthcoming cabinet/executive members decisions
_ National and local policy development
_ Performance management reports and programmes
_ Other sources as appropriate
1.3. In addition the report includes responses from the County Council to any general queries or specific requests for information from members, issues that are subject to routine monitoring by the Committee as well as progress with the work programme.
1.4. This report provide members with an opportunity to influence and inform the delivery of Hampshire County Council services and supports the Corporate Strategy aim of maximising well being.
2. Programme of Cabinet/Executive Decisions
2.1 A report on Non-county Placements and Independent Fostering Providers is attached at Item 5a(i).
2.2 To consider the report and recommendations to the Executive (Lead) Member for Children's Services on the action being taken to manage the placement needs of children looked after.
2.3 A report on The Development of Early Intervention Services is attached at Item 5a (ii).
2.4 To consider the report and recommendations to the Executive (Lead) Member for Children's Services on the plans in place to deliver additional earlier intervention services to the children and families of Hampshire by creating new locality teams and implementing the Common Assessment Framework (CAF)
2.5 A report on the Development of Children's Centres is attached at Item 5a (iii).
2.6 To consider the report and recommendations to the Executive (Lead) Member for Children's Services on the proposal for the deletion of six children's Centres from the programme of fifty two, and the principles upon which the decision to delete Centres from the programme would be based.
3. Routine Monitoring Issues
3.1 A report on the Development of Extended Schools is attached at
Item 5b (i).
3.2 To consider the report and recommendations to the Executive (Lead) Member for Children's Services on changes to the Government's initiative for the development of extended schools since the report presented to the former Education Policy Review Committee on 15 December 2005.
3.3 Data on Annual School Exclusions is attached at Item 5b(ii).
3.4 Jack Cawthra, Education Officer, will give a short presentation on the Exclusions data and will speak about education arrangements for excluded children outside of mainstream schooling and the timescales involved in finding alternative educational establishments for excluded children.

4.1 A report on Placement Stability and its impact on the Education of Looked After Children is attached at Item 5c (i).
4.2 Sue Kocaman, Children's Services Service Manager, will give a short presentation on this report.

4.4. A report on the 14-19 Curriculum is attached at Item 5c(ii).
4.5 John Clarke, Deputy Director of Children's Services, will give a short presentation on this topic, to include the effect on the workforce of the 14-19 curriculum and provision for less academic pupils.
