    Crofton Hammond Junior School, Fareham

    Summary

    1.1

    Crofton Hammond Junior School is located in a residential area of Fareham on a site shared with the adjacent Infant School, at Mancroft Avenue in Stubbington. The capacity for the School is 248 and there are currently 243 pupils (aged 7-11 years) in attendance. The original system-built school building dates from the 1970s with entrance and cloakroom extensions of traditional construction being added in 2002.

    1.2

    There is currently one double temporary building on site used for teaching purposes which is in very poor condition and considered to be beyond economic repair. It is therefore proposed to replace this building with a purpose-built two-classroom extension. The total estimated cost of the proposed scheme is £394,000, excluding fees.

    1.3

    The replacement of a temporary building with purpose-built accommodation will enhance the quality of place for all users of Crofton Hammond Junior School.

    1.4

    The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

    Scope of the Works

    2.1

    It is proposed to construct a two-classroom, single-storey extension providing separate spaces for IT and music. The proposed extension will be located to the north of the existing main school building and has been sited to avoid encroaching onto existing hard play spaces. The new building will be constructed of traditional brick to complement the facing brick panels of the existing building.

    2.2

    On completion of the scheme the existing temporary classroom will be removed from site and the area reinstated. The proposed new classrooms have been designed to overlook a new soft landscaped area with paving linked to current paved areas.

    Funding and Timing

    3.1

    An allocation of £345,000, excluding fees, has been made in the Children's Services Capital Programme 2006/07 and the school is making a contribution of £49,000, excluding fees.

    Subject to the necessary approvals it is anticipated that tenders will be invited during January 2007. The works will commence on site during March 2007 and be completed during September 2007.

    Consultation with Local Member

    4.1

    Councillor Timothy Knight, the local Member for this area, has been consulted on this design project appraisal and he is supportive of the scheme.

    Councillor Knight commented on the design of the proposed roof and officers gave a comprehensive response answering his questions.

    Conclusion

    The proposed scheme will provide a single-storey, purpose-built two classroom extension consisting of Music and IT spaces with associated storage and will facilitate the removal from site of an existing temporary building in very poor condition.

    Recommendation

    That the Executive Member for Education approves the design project appraisal for Crofton Hammond Junior School, at an estimated cost of £394,000, excluding fees.

Value of land already acquired for this project

      The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

      The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.

      Energy costs

      The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £825 per year (£5.10 for each m² of new accommodation). The CO² consumption will be 6.8 tonnes per year.

2 Details of site and existing infrastructure

        Location/adjoining land and buildings

        The Junior School is located on a site shared with the Infant School at Mancroft Avenue in Stubbington, and is bounded on all sides by residential housing.

        Area including comparison with local/national standards

        The total site area is 7 acres (2.8 hectares). The DfES guideline for a school of this size is 2.96 acres (1.2 hectares).

        Access

        The main vehicular and pedestrian entrance to the shared school site is from Mancroft Avenue to the west. This access will be used by the contractor for the duration of the contract. Once within the school boundaries, pupils and staff will be clearly separated from construction traffic and activities. Deliveries and movement of plant will be restricted during the school day to ensure the safety of all those involved.

        Existing buildings and temporary buildings

        An existing temporary building, which is considered to be in very poor condition and beyond economic repair, will be removed from site on completion of the proposed scheme.

        The existing school building is predominantly SCOLA and is considered to be in good condition for its age and type.

        Results of trial boreholes

        Borehole results show there is a medium shrinkability clay requiring slightly deeper but normal trenchfill foundations and a ground-bearing slab.

        Mains services position

        The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.

      3 Scope of the Project

        Type of project, layout and facilities provided

        The proposed extension is of single-storey construction and will provide the following accommodation:

        · associated storage areas

        · circulation area

      4 The Proposed Building

        Type of construction, finish and appearance

        The proposed classroom extension will have a steel frame with traditional brick cavity wall construction and framed aluminium windows. The design will complement the existing school and offer good environmental control by cross-ventilation and natural light to the teaching spaces. The main classroom windows are orientated to the northeast to reduce the effects of solar gain and afford an outlook onto a landscaped area which can become an extension of the music room in good weather.

        Impact Assessment

        The proposed extension has been designed with level thresholds throughout.

        Assessment of the Race Relations (Amendment) Act has been considered in the development of this proposal. No adverse impact has been identified in terms of race, creed or gender.

        Heating and ventilation systems

        The existing boiler has capacity to heat the proposed extension. The new heating system will be a combination of radiators and radiator ceiling panels. Ventilation will be natural and there will be controlled natural ventilation to the IT room and music room.

        Fire risk assessment

        In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.

        Health and safety

        A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme

      5 External Works

        Car parking

        Pupil/staff numbers will not increase as a result of this scheme and therefore no additional car parking is required.

        Landscape proposals

        The proposals include the provision of a new soft landscaped area to the south and northeast of the classroom extension with hard paving linking to existing paved areas.

        Situation on site and environmental impact

        The proposed extension has been designed to have minimum environmental impact and facilitate the removal from site of an existing temporary building which is in very poor condition.


      It will be necessary for the contractor's access route to pass through the school's environmental area and this will be reinstated on completion of the works.

      6 Planning

        Planning permission for this scheme was granted in September 2006.

      7 Building management

        Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.

      8 Furniture and equipment

        A separate allocation will be made from the Children's Services capital programme, block vote for furniture and equipment.
