1. Summary
1.1 The following decision is sought:
- That Hampshire County Council, in principle, support the development of a Business Improvement District (BID) for Winchester City and be involved in the development of the BID Business Plan.
2. Reason
Business Improvement Districts offer town and city businesses the opportunity to take ownership of an area and improve the trading environment. Faced with a diminishing footfall in Winchester city centre, not helped by the draw of major out-of-town shopping centres such as Festival Place, West Quay and Gunwharf Quay, BID status for Winchester should increase footfall and turnover and benefit the profitability of retailers. The proposal offers an opportunity for improved and sustainable economic prosperity for the city through the engagement and regular involvement of private and public sector businesses in a strong transparent partnership.
