Scrutiny Work Programme: Street Lighting

1. Summary and Purpose

1.1 At the 7 December 2006 meeting of the Environment and Transportation Policy and Review Committee, members agreed to accept Street Lighting Private Finance Initiative as a topic for scrutiny.

1.2 Notification of the selection of this topic will be communicated to the Policy and Resources Policy and Review Committee, which oversees Hampshire County Council's scrutiny work programme, early in 2007, in accordance with the Policy Review Committees draft Operating Protocol.

2. Key Scrutiny Issues

2.1 Following scoping of the topic by the Scrutiny Officer in consultation with an identified Environment Department Officer, and bearing in mind aspects of the proposals for change that are not open to influence eg. Private Finance Iinitiative framework, key points to be addressed appear to be:

    (i) consideration of the impact on the service to the public arising from choices to be recommended in the outline business case, such as the standards of lighting to be specified, height of columns, lighting levels to be used etc.

    (ii) the implications of the project in terms of energy efficiency and energy consumption

    (iii) the implications of a partnership approach with parish, town and district councils to achieving improved street lighting across Hampshire

3. Recommended Approach

3.1 In order to achieve an outcome within the timescales of this stage of the Private Finance Initiative, a half day workshop is proposed for the 8 February. An invitation to participate will be extended to all County Council Members to allow full debate of the issues to take place.
