Topics Identified at the Scrutiny Briefing Day

Report of the Chief Executive

Contact: Philippa Smart e mail: [email protected], ext 7336

1. Summary and Purpose

1.1 At a Briefing Session for elected members in September 2006, a number of potential topics for scrutiny by the Environment and Transportation Policy and Review Committee were identified.

1.2 At a subsequent meeting of the Policy and Review Committee it was agreed that the topics would be prioritised via a scoring system. Members were invited to take part in that process, and the results of the feedback from committee members was shared at the committee's December meeting. In view of the small number of responses received, the feeling of the meeting was that further opportunity should be provided to the committee members to indicate their preferences by repeating the scoring exercise.

1.3 The matrix of topics was circulated again in December 2006. In view of an even smaller response this second time, compared to the first, both matrices are attached to provide members of the Environment and Transportation Policy and Review Committee with a complete picture of preferences expressed.

2. Recommendation

2.1 The purpose of the information provided is to enable a decision to be made regarding the range of scrutiny topics to be included in the Environment and Transportation Policy and Review Committee work programme for the coming year.

3. Financial implications

3.1 None as a direct result of this report.

? Thru HATS (a) If a panel is set up I would like to be on it (c) Yes - when will we have 40mph in all our country lanes unless they are lower already? (d)

Top of the list, next to climate change (d)

10

3

Highway maintenance including footpaths (without negative impact on the economy, environment or quality of life)

footways - footpaths go across country - This links to 33, which is the way to change what we do (c) Important (d)

9

6

Waste management - generally

link 40 to 46 (c) This is really Integra lead, so unless members can have a meaningful input, what's the point? (d)

9

11

How can we reduce our energy consumption (and that of others in the County)?

On a par with Climate Change (a) Yes, this needs to be cut at HCC and across the county (d)

9

40

Are we delivering on the Material Resources Agenda?

link these items together: If a "panel" is set up I would like to be on it. What does this mean? (d)

Yes - critical (d)

9

62

Not just elderly people first but also socially excluded people and those with disabilities (d)

Developing Town Transport Strategies

Yes, but don't forget rural areas (d)

7

47

Delivering a more sustainable Hampshire whilst protecting the character, quality and 'sense of place' of the County

7

57

Conservation (protecting strategically important sites and demonstrating good practice in countryside management)

Yes - but this is not enough. We need ecological linkage, looking at strategic islands went out in conservation thinking years ago - it's wider countryside and linkage (d)

7

8

What is our current approach to cycle routes and why?

Yes, why is this not a higher priority and why has funding been cut? (d)

Central Hampshire and the Restraint Agenda

what? (d)

5

Yes - not just school groups (d) Likely to be picked up by Children & YP

5

4

Local Development Framework - how well does HCC manage its involvement in these (including input to District LDFs)

Yes - but this should be dealt with at a local level, not imposed from top down. Important to have an input on wildlife protection and conservation of histiric buildings as Disticts often very poor here (d)

4

Do not know what is behind the inclusion of this (a) If a panel is set up I would like to be on it (c) No joined up thinking here - the state of repairs to Highways Agency roads is almost as bad as HCC's (d)

4

14

Raynesway (HCC's Highways Maintenance contractor): contract performance, upcoming renewal of contract.

Do not know what is behind the inclusion of this (a) Links to 3 and 33 (c) Don't know, can't comment (d)

4

Assume as important as Climate change? (a) Yes - they need to be held to account. We have had major problems with sewage and water quality in my division (d)

4

23

Implications of the Government White Paper (Local Government role, structure and finance; neighbourhoods; community engagement; relationship with central/local Government)

Partnerships: are partnerships achieving consistency, efficiency and better joined up services? (Key partnerships for HCC: Hampshire Strategic Partnership (HSP); the Local Area Agreement (LAA). Does HCC have a good business case to support its participation in partnerships? E&T specific partnership include contracting partnership i.e. Raynesway, Waste Contract; non-contractual partnerships include Service Level Agreements with the voluntary and community sector i.e. ecology/landscape work, community transport etc.

Have no idea (a) Partnerships are key, but as some HCC departments don't even talk to each other, we clearly need to get our own house in order first (d)

1

17

Cross-cutting partnerships: i.e. Wellbeing. What is HCC's role in these?

Have no idea (a) It's the quality of life and LAs have a key role to play (d)

1

18

Voluntary and Community Sector (VCS): is HCC making best use of the VCS in public service delivery i.e. are partnerships with the VCS working effectively? How does the Compact affect the way HCC works with the VCS i.e. encouraging a shift from less formal partnership arrangements (i.e. service level agreements) to more formal ones (i.e. contracts).

Have no idea (a) It should be doing this anyway (d)

1

19

Section 17 of the Crime & Disorder Act: a statutory duty to consider how all services impact on crime and disorder in the local authority area. Does HCC have a corporate approach to this? What does HCC do to implement this in its work in Environment & Transportation? i.e. does HCC fully address issues such as speeding, planning of footways/footpaths to ensure safety of residents? How can HCC work with orther organisation to deliver on Section 17 duties (i.e. Police, Crime & Disorder Reduction Partnerships etc)?

Assume but have no idea (a) Hardly an environment matter - this is one for the Police committee (d)

1
