1. Summary
1.1 The following decisions are sought:
(i) That the Project Appraisal to construct an off/on-road shared cycle track/footpath between the junction of the B3402 Weyhill Road/Monxton Road, Andover and the existing cycle track link from the railway overbridge to John Hanson School, to be externally funded at an estimated cost of £160,000, be approved.
(ii) That the existing highway be improved under Section 62 of the Highways Act 1980.
2. Reason
2.1 This scheme will provide an improved route for pedestrians and cyclists.
2.2 Hampshire County Council's second Local Transport Plan cycling target is to halt the decline in cycling by 2010 from the 2005/06 base.
3. Other Options Considered and Rejected
3.1 Due to the railway line that divides John Hanson School and the settlement areas to the west, the route identified is the only route available to join the existing cycle track to the school.
3.2 To do nothing would deprive the local community of a new facility providing safe access to John Hanson and surrounding schools.
