Scheme This scheme will improve the safety of pedestrians that reside either side of Normandy Way, Marchwood wishing to gain access to Admiralty Quay and Old Magazine Close, Marchwood. |

Introduction Access to Community Facilities Marchwood has experienced substantial residential and commercial development in recent years, especially on land fronting the Solent. This proposed footway link and pedestrian crossing refuge will provide a safe and direct route for those people who wish to access the village centre and the school without the reliance on vehicular transport. Linking Existing Footways This proposed pedestrian facility will connect to the existing footway links either side of Normandy Way. Without its completion the value of the existing footways will not be fully realised and pedestrians will have to continue crossing Normandy Way at a location where visibility is poor and the safety of those crossing is compromised. Both existing and new residents/businesses in the locality will benefit from this proposal. |

Details The scheme comprises a 2 metre wide footway on the northern side of Normandy Way between Admiralty Way and the new access road to the industrial estate, a total length of 22 metres. In addition, an uncontrolled pedestrian crossing point will be provided with dropped kerbs and tactile paving together with a 5 metre length of 2 metre wide additional footway on the southern side of Normandy Way, linking into the existing footway in Old Magazine Close. A location plan is attached and a detailed plan of the proposed pedestrian facility improvements will be displayed at the meeting. |

Targets and Outcomes The scheme outcomes support the following Local Transport Plan objectives: (i) to increase accessibility to local facilities; (ii) to offer alternative travel choice; and (iii) to support wider quality of life objectives. The objective is to provide an informal pedestrian crossing point to improve accessibility linking Admiralty Quay housing development and Marchwood Industrial Park to the local facilities in Marchwood village. The development, which fronts the Solent, consists of 350 dwellings with over 900 residents and is adjacent to the Industrial Park where 80 companies provide employment to approximately 2,800 people. A mid week survey carried out over an eight hour period recorded 808 heavy goods vehicles, 3,008 cars, 28 cyclists and 152 pedestrians at the proposed crossing point. The expected outcomes are: (i) improved pedestrian accessibility will promote walking and the sense of safety, in particular for vulnerable users; and (ii) improved footway conditions within Marchwood will contribute to the reduction in road casualty numbers and enhance the local environment. |

Standards The scheme has been designed in accordance with current highway design standards and Hampshire County Council standard details. The scheme has been safety audited following completion of the detailed design. |

Statutory Procedures and Consultation Marchwood Parish Council and the Residents' Association have been consulted on these proposals and support the scheme. |

Policy Considerations The scheme supports the County Council's Local Transport Plan by improving accessibility through improved pedestrian provision. The scheme will also contribute to the County Council's road safety and casualty reduction policies. |

Environmental Impacts Assessment of the Race Relations (Amendment) Act has been considered in the development of this scheme which is not expected to compromise equalities in terms of race or gender, but to improve access for all. |

Land Requirement No land acquisition required. All works to be confined within existing public highway limits. |

Alternative Arrangements Due to the alignment of the carriageway there are no alternatives that will provide a safe pedestrian footway route from Marchwood village centre and the recent housing development at Admiralty Quay. |

Local Member's View The local Member, Councillor Harrison, supports the scheme. |

Impact Assessments The proposed footway and pedestrian crossing facility will create a smooth surface with dropped kerbs/tactile paving at the crossing point which will be beneficial for those who are mobility impaired, people with buggies and children, as well as the elderly. |

Crime and Disorder Act 1998 The provisions of the Act have no impact on this proposal. |

Sustainability The scheme seeks to improve the accessibility for pedestrians and other vulnerable users and makes a contribution to improved road safety. |

Recommendation
That this Project Appraisal for the construction of a new footway and uncontrolled pedestrian crossing point on Normandy Way, Marchwood, to be externally funded at an estimated cost of £65,000, be approved.
