Basingstoke Canal Financial Information

1. Introduction

1.1 At the meeting of the Culture and Communities Policy Review Committee on 16 November 2006 a detailed presentation was provided for elected Members on the future of the Basingstoke Canal.

1.2 At that meeting a request was made for more background financial information concerning the operation of the Canal. In response to this the most up-to-date financial report as submitted to the Canal Joint Management Committee in October 2006 is attached.

2. Financial Basis for the Partnership

2.1 The revenue funding for the Canal is supplied by the riparian partners and this funding is provided based upon an agreed formula. This formula is made up as follows:

    Hampshire County Council 27.96

    Hart District Council 12.06

    Rushmoor Borough Council 8.70

                  48.72%

    Surrey:

    Surrey County Council 27.96

    Guildford Borough Council 6.57

    Runnymede Borough Council 3.16

    Surrey Heath Borough Council 3.94

    Woking Borough Council 9.65

                  51.28%

2.2 Major capital works to the infrastructure remain the responsibility of the two County Councils as the land owners.

2.3 Confirmation of contributions for the following year are not yet known due to the budget cycle but it is probable that a number of district partners will not meet their formula contributions.

2.4 Contingency planning is in place to deal with this but as the scale of potential underpayment is not known it is not possible to forecast the full impact at this time
