    Kings Worthy Primary School, Winchester

    Summary

    1.1

    Kings Worthy Primary School is located in a residential area at Church Lane, Kings Worthy. The school is of single-storey, traditional construction and dates from the 1950s. The school capacity is 327 and there are 288 pupils currently in attendance.

    1.2

    The school accommodation is currently split between two buildings; the school itself and Hinton House, which is a converted, large domestic house. The accommodation in Hinton House is not well-suited to delivery of the current curriculum and is not directly linked to the rest of the school. It is proposed to sell Hinton House and some of the adjoining underused school land for conversion back to residential use and to construct a five-classroom extension adjoining the existing school. This will unify all of the existing facilities within one building. The total estimated cost of the scheme is £1,365,000, excluding fees.

    1.3

    The provision of a classroom extension will maximise wellbeing and enhance the quality of place for all users of the School.

    1.4

    The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

    Scope of the Works

    2.1

    An extension will be constructed to accommodate five classrooms and will link directly to the existing building. The proposed scheme will also provide a resource area, music room, technology room, deputy headteacher's office, accessible WC and an SEN room.

    2.2

    The scheme has been designed to complement the existing building in form and layout, using sympathetic materials. The proposal also intends to enhance the external landscaping of the school creating an external informal quiet area.

    Funding and Timing

    3.1

    The current permitted planning use of Hinton House is for educational use, and to maximise the capital receipt from any disposal it will be necessary to obtain planning consent for residential use. Such planning approval will be sought before any build contract is let. The balance of advantage is to get the scheme tendered as soon as possible. No tender will be accepted until all the funding has been finalised. Any shortfall in funding will be reviewed at the tender stage when savings will be considered along with a contribution from Policy and Resources.

    3.3

    Subject to the necessary approvals it is anticipated that tenders will be invited during May 2007, work will commence on site during July 2007 and be completed during May 2008.

    Consultation with Local Member

    4.1

    Councillor Jackie Porter, the local Member for this area, has been consulted on this project appraisal and she is supportive of the scheme.

    Conclusion

    The proposed scheme will provide purpose-built classrooms adjoining the main school building and unify the facilities within one area of the school site.

    Recommendation

    That the Buildings, Land and Procurement Panel advises the Executive Member for Policy and Resources that the design project appraisal for Kings Worthy Primary School, at an estimated cost of £1,365,000, excluding fees, be approved.

Value of land already acquired for this project

      The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

      * The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.

      Energy costs

      The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £2,952 per year (£7.40 for each m² of new accommodation). The CO² consumption will be 16.2 tonnes per year.

      2 Details of site and existing infrastructure

        Location/adjoining land and buildings

        The school is located in a residential area of Kings Worthy at Church Lane. Hinton House lies to the east of the site. The school playing fields lie to the north and south of the site.

        Area including comparison with local/national standards

        The total site area is 4.42 acres (1.789 hectares). The DfES guideline for a school of this size is 3.77 acres (1.525 hectares).

        Access

        The vehicular and pedestrian access in via Church Lane. The contractor will access the site via the main entrance and will have a compound area located to the rear of the school.

        Once within the school boundaries, pupils and staff will be clearly separated from construction traffic and activities. Deliveries and movement of plant will be restricted during the school day to ensure the safety of all those involved.

        Existing buildings and temporary buildings

        The main school building is of single-storey, traditional construction dating from the 1950s and is considered to be in good condition for its age and type.

        There are no temporary buildings on the site and none are required for the proposed scheme.

        Results of trial boreholes

        A previous soil survey taken locally shows thin made ground, over a thin capping layer of clay (approx 100mm) over chalk and therefore standard strip foundations are proposed.

        Mains services position

        The existing mains services will be up-graded to meet the additional capacity required by the extension works for both gas an electrical services.

      3 Scope of the Project

        Type of project, layout and facilities provided

        The proposed classroom extension will be located to the rear of the existing building and will provide the following accommodation:

      4 The Proposed Building

        Type of construction, finish and appearance

        The proposed extension will be of steel frame construction with external masonry walls, metal standing seam roof and powder-coated aluminium windows and doors, all to complement the existing building.

        Impact assessment

        Assessment of the Race Relations (Amendment) Act has been considered in the development of this proposal. No adverse impact has been identified in terms of race, creed or gender.

        An accessible toilet will be provided as part of the scheme. The new building is located on a slope and the classrooms will be accessed via a gently ramped corridor.

        Heating and ventilation systems

        An underfloor heating system is to be provided and all new areas will be naturally ventilated.

        Fire risk assessment

        In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.

        Health and safety

        A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme

      5 External Works

        Car parking

        The car parking provision will be not altered as a result of this scheme.

        Landscape proposals

        The proposed extension will partly enclose the rear section of the school which is currently occupied by a copse of mature beech trees. The proposal aims to use the area beneath the trees as an informal quiet area for outside teaching in the summer months. The existing path to the school hall will be re-routed and will be complemented by soft planting.

        The footprint of the extension encroaches onto the existing hard play area and this will be replaced with new formal play facilities as well as additional informal hard play areas.

        Situation on site and environmental impact

        The proposed extension has been sympathetically designed to continue the existing line of the school with materials to complement the main building. It is located to the rear of the school site and is partly screened from adjacent housing by the existing mature beech copse.

      6 Planning

        A detailed planning application was submitted during December 2006.

      7 Building management

        Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.

      8 Furniture and equipment

        The funding for the provision of furniture and equipment will be made available from the block vote in the Children's Services Capital Programme.
