1. Summary

1.1 This report makes recommendations in respect of three applications for funding which are subject to approval by the Executive Member for Policy and Resources from:

· Rushmoor Local Strategic Partnership (£13,000 p.a. for the next 2 years for Co-ordinator post),

· Project Augur, Rowner (£12,000)

· Gosport Local Strategic Partnership (£15,000 p.a. for the next 2 years for the Community Development project in Rowner)

2. Background

2.1 A budget has been established in support of the County Council's statutory duty to prepare a community strategy and is aimed at supporting the development of Local Strategic Partnerships (LSPs) and Community Strategies across the County.

2.2 Each of the 11 LSP's and the Hampshire Strategic Partnership are eligible to apply for money from this budget to support their development and for the pump priming of projects.

2.3 The Chief Executive can approve amounts of less than £2000. The Executive Member for Community Development and External Affairs can approve amounts between £2000 and £10,000. Amounts exceeding £10,000 must be approved by the Executive Member for Policy and Resources, with a recommendation from the Executive Member for Community Development and External Affairs.

2.4 Appendix A sets out the funding criteria for which bids will be approved. They are intended as guidelines and not prescriptive rules.

2.5 The relevant local Member's views are taken into account through the LSP mechanism.

2.6 These initiatives support all 3 aims of the Corporate Strategy which are supported by the relevant Local Strategic Partnership's Community Strategy.

2.7 There is sufficient provision in the Community Strategy budget to meet the total of the bids presented.

3. Current bids

3.1 The following bids are recommended to the Leader for approval with the support of the Executive Member for Community Development and External Affairs:

Rushmoor Strategic Partnership - £13,000 p.a. for 2 years (Attached funding form 1 refers)

Project Augur, Rowner - £12,000 (Attached funding form 2 refers)

Gosport Strategic Partnership - £15,000 p.a. for 2 years (Attached funding form 3 refers)

Recommendations

To approve the following allocation:

· The sum of £13,000 p.a. for the Rushmoor Local Strategic Partnership for 2007/8 and 2008/9 subject to budget confirmation.

· The sum of £12,000 for Project Augur, Rowner

· The sum of £15,000 p.a. for the Gosport Strategic Partnership for 2007/8 and 2008/9 subject to budget confirmation
