Personal Development Grants

Report of the Chief Executive

1 Summary

1.1 Applications have been received from young people in Hampshire undertaking personal development projects. These grants, if awarded, would link into the Corporate priorities by maximising wellbeing. Applicants' details are as follows:-

2 Panuga Riou, Emsworth

2.1 In September 2004 consideration was given to a grant request for Panuga Riou to attend the Badminton Centre at Westgate School in Winchester. Following consultation with the County Council's School Sports Officer it was agreed to award a grant towards her boarding and tuition fees and to consider this for a further three years subject to a favourable report being received from the Centre. Since then the following payments have been made:-

    2004/05

    £5,000 - included £500 for daily expenses

    2005/06

    £5,400 - included £500 for daily expenses

2.2 The Centre has advised the County Council that following the last award, Panuga has continued to improve, mainly due to the availability of top level training, and has won several under 15 age group tournaments both in this country and in Europe. Discussions have taken place between the Centre and Badminton England who has expressed an interest in Panuga attending their senior training facilities at Milton Keynes and are considering her for a full-time place when she finishes school.

2.3 The manager of the Centre confirms that boarding and tuition fees for the current year have increased to £5,300 p.a. and it is for this amount that a grant is being sought. Consideration also needs to be given as to whether Panuga receives an additional sum of money towards her living expenses.

2.4 Comments of County School Sports Officer, Children's Services Department: Panuga is a rare talent and one who will go on to greater achievements yet. Whilst she would have developed to a reasonable level without Hampshire's support, I am convinced that her rate of progress and the level to which she has reached is largely due to the support the County Council has been able to provide. It has enabled her to attend a school where the training facilities she needs are to hand as well and importantly the coaching and mentoring needed to reach this level. Panuga is a very real prospect for the 2012 Olympics.

2.5 Panuga is an excellent role model in the way she manages her school commitments and her demanding training and competition schedules. She is a good example for other young people to follow and I would totally support the grant as set out in the report. 

 

Recommendation: £5,800 (includes £500 for daily expenses)

3 Tamsyn Derrick (18), Chandlers Ford

3.1 Last summer Tamsyn completed her A levels at King Edward VI School in Southampton and has now decided to take a GAP year before going on to University to study Biology. During this period she has chosen to taken part in a Raleigh International Conservation Expedition in Borneo for three months between February and May. Once there, she will carry out general conservation work at the Tunku Abdul Rahman National Park and in the rainforest along the Crocker Range which and help promote eco-tourism in the area. The expedition is to cost approximately £3,000 and so far Tamsyn has raised £1,650.
