Summary

1.1

The Buildings, Land and Procurement Panel advises the Executive Member (Policy & Resources) that authority should be given to:

i) the disposal of approximately 0.96 hectare (2.38 acres) of land adjoining the Nightingale Primary School and the Aviary Early Years Centre to the purchaser named in the report or, if satisfactory proposals cannot be agreed with this party, that approval be given to proceed on a similar basis with the disposal to the next highest bidder whose scheme meets the requirements of the Development Brief; and

ii) the Director of Property Business and Regulatory Services (Head of Estates) to settle detailed terms and conditions, including any adjustments to the purchase price that may be agreed following any required amendments to the development proposals.

Reason(s)

2.1

These decisions support the following Hampshire County Council priorities:

i) Making Hampshire safer and more secure for all, by helping young people to live positive lives by providing funding for improved school premises; and by providing improved pedestrian and cycle links through the development

ii) Enhancing our quality of place, by providing new housing on surplus land and by ensuring that the design and boundary landscaping protects the privacy, amenity and security of the adjoining Early Years Centre and Primary School

iii) Maximising well-being, by giving pupils the best start possible in improved premises through our education system.

None. The proposals retain a site of 2.31 ha (5.72 acres), which is well suited to meet the full educational need including for a playing field
