1. Summary and Purpose
1.1. This report provides Members with information about the issues brought to the attention of the Committee and the response to these referrals. It sets out the inquiries received, the source of this inquiry and any action taken. Where appropriate comments have been included and copies of briefings or other information attached.
1.2. The approach adopted provides the route through which Patient and Public Involvement Forums (P&PIFs) and other partner organisations (Hampshire district councils, NHS organisations, voluntary and independent sector providers and organisations that are representative of social care service users and carers) can raise issues with the Committee.
1.3. Where inquiries raised with the Committee are already subject to monitoring or other performance management activities the action taken will be focused on the local resolution of inquiries through appropriate sign-posting to the agency best placed to respond.
1.4. Where an issue cannot be satisfactorily resolved between the parties concerned then the Committee can consider options for further action.
1.5. New issues raised with the Committee, and those that are subject to on-going reporting are set out in Table One of this report.
1.6. The recommendations included in this report support the Corporate Strategy aim of maximising wellbeing through the overview and scrutiny of health services in the Hampshire County Council area.

WEHT will provide the Committee with details of action taken to address the issues identified in `Fit for the Future' and the reasons for additional action in response to financial pressures including · Changes to the model of midwife care- length of post natal stays will be reduced but home births and access to the birth centre will continue · Closure of a third ward (medical) · Reductions in out-patient and A&E prescribing practice · Closure of Andover War memorial Hospital Minor Injuries Services at 21.00, not 22.30 (this is likely to affect just 2 patients) · Changes to family planning/GUM provision at Winchester Hospital · Funding for sleep apnoea machines to cease. The hospital is not funded for these services |

Recommendations: · Members identify any areas where they consider that the action taken by WEHT will have a substantial impact on service delivery · The Trust provides confirmation that it working in partnership with Hampshire Adult & Children's services to ensure that service provision is as seamless as possible.

The future of Community Hospitals |
Milford on Sea League of Friends |
Further to opening of Lymington Hospital 10 stroke beds have moved from Milford on Sea Hospital to the new facility. The future of the remaining beds is currently being discussed with key stakeholders and the PCT has given a commitment that these will not be closed against the wishes of the community. |
There are some safety considerations that will influence the options open to the PCT |
Recommendation: The PCT continues with community engagement activities to identify the range of services that can be most appropriately provided at Milford on Sea War Memorial Hospital. |
Proposed Closure of Micheldelver Branch Surgery |

The GP practice based at Sutton Scotney has indicated that it is commencing consultation about closing the branch surgery in Micheldelver. This is information has be shared with the relevant HAT and local member. |

Changes to reporting of performance |
South Central Ambulance Service |
The impact on the performance of the ambulance service resulting from the introduction of new arrangements for measuring response times is currently being assessed. |
