1 Summary
1.1 The following decisions are sought:
1 That the capital programme for 2007/08 to 2010/11 as set out in Appendix 1 be approved for submission to the Cabinet.
2 That the deferral of schemes and resources totalling £19.496m be approved for submission to Cabinet.
3 That the proposals for the use of unsupported borrowing as set out in paragraph 7.6 be approved for submission to the Cabinet.
4 That the following variations to the 2006/07 capital programme be approved:
a) an allocation of £0.007m to a project at Oak Meadow Primary School, Fareham from the provision for the management of falling rolls;
b) an allocation of £0.013m to a project at Otterbourne Primary School from the provision for improvement of staff facilities;
c) an allocation of £0.015m to fund additional work at Nightingale Primary School, Eastleigh, from the capital programme contingency;
d) an allocation of £0.028m to a project at Waterside Primary School from the capital programme contingency;
e) an allocation of £0.022m for the cost of hiring temporary buildings at Minstead Study Centre, from the capital programme contingency;
f) an allocation of £0.016m to meet the cost of playground resurfacing at Herne Junior School, Petersfield, from the capital programme contingency;
g) an allocation of £0.030m for the cost of consultancy for the ICT and telephone system at the new John Hunt of Everest Community School, Basingstoke, from the capital programme contingency;
h) allocations totalling £0.249m to 75 schools listed in Appendix 5 for a range of minor projects and capital acquisitions, to be funded from the provision for extended schools;
i) additional resources of £0.046m of capital grant to be added to the provision of £0.468m in the 2006/07 capital programme for the Youth Capital Fund;
j) allocations totalling £0.307m to six projects listed in Appendix 6 from the provision un the 2006/07 capital programme for the Youth Capital Fund;
k) allocations totalling £0.351m to six projects listed in Appendix 7, to support the continuation by private providers of services to young children, to be funded from the provision for childcare through extended schools;
l) an allocation of £0.065m to fund adaptations to a family home occupied by two children in care, subject to detailed terms being agreed by the Director of Children's Services, to be funded for the provision for improvements to foster carers' homes.
5. That allocations totalling £0.212m to two projects listed in Appendix 6 be approved from the provision in the 2007/08 capital programme for the Youth Capital Fund.
6. That the approval of the Executive Member for Policy and Resources be sought for planning consent until 31 December 2008 for five temporary classrooms at the former Romsey Infant School.
2 Reasons
2.1 Cabinet has requested that executive members prepare proposals for:
· a locally-resourced capital programmes for the four-year period from 2007/08 to 2010/11 within the guidelines of the current capital programme adjusted for inflation;
· capital schemes supported by Government grants or supported borrowing in 2007/08 and those expected to be supported in 2008/09, 2009/10 and 2010/11, subject to limits restricting the take-up of Government supported borrowing allocations.
2.2 Decisions on the capital programme will support the County Council's corporate priorities, as indicated in the detailed capital programme attached at Appendix 1.
