This option should provide:
· all provisions offering the full range of communication modes;
· provisions of viable size to retain full time teacher of the deaf and support staff;
· distribution of pupil numbers which may provide, on average, peer groups of approximately two pupils per age group;
· geographical spread, ensuring access within reasonable travelling distance of most parts of the County;
· continuity of provision within pyramids of linked primary and secondary schools;
Main implications:
· closure of resourced provision in Park View Infant and Junior schools and Aldworth Science College;
· closure of resourced provision in Medstead Primary School;
· closure of resourced provision in Woodcot Primary School;
· closure of resourced provision in The Westgate School;
· identification and development of a feeder primary (or infant and junior) school for Henry Beaufort School, in which resourced provision may be established.

Children in Area 6 (New Forest and Totton/Waterside) and areas of Hampshire immediately bordering Southampton may access resourced provision in Tanners Brook Infant and Junior schools and Redbridge School. (At present these schools offer only auditory/oral provision.)
Primary age children living closer to Portsmouth may access resourced provision in Penhale Infant and Northern Parade Junior schools (auditory/oral).
Placement in schools in Southampton and Portsmouth is subject to availability and agreement of the respective City Councils.

Option 1b differs from 1a, by:
· retaining The Westgate School as the base of resourced provision in the secondary phase, instead of Henry Beaufort.
This option should provide (as for 1a):
· all provisions offering the full range of communication modes;
· provisions of viable size to retain full time teacher of the deaf and support staff;
· distribution of pupil numbers which may provide, on average, peer groups of approximately two pupils per age group;
· geographical spread, ensuring access within reasonable travelling distance of most parts of the County;
· continuity of provision within pyramids of linked primary and secondary schools;
Main implications:
· closure of resourced provision in Park View Infant and Junior schools and Aldworth Science College;
· closure of resourced provision in Medstead Primary School;
· closure of resourced provision in Woodcot Primary School;
· the closure of resourced provision in Henry Beaufort School;

This option retains the resourced provision in the three existing pyramids of Aldworth Science College, Cove School and Neville Lovett School.
This option should provide:
· all provisions offering the full range of communication modes;
· provisions of viable size to retain full time teacher of the deaf and support staff;
· distribution of pupil numbers which may provide, on average, peer groups of between one and two pupils per age group;
· geographical spread, offering access within reasonable travelling distance of many, but not all, parts of the County;
· continuity of provision within existing pyramids of linked primary and secondary schools;
Main implications:
· closure of The Westgate and Henry Beaufort secondary phase resourced provisions in Winchester;
· closure of Medstead and Woodcot primary phase resourced provision;
· children in Areas 5, 6 & 7 travel to nearest provision - Park View & Aldworth/ Wallisdean & Neville Lovett / Tanners Brook & Redbridge (Southampton);
· few children living in Areas 5, 6 & 7 currently attend resourced provision; within this option, this may continue.
· this option may not increase significantly the numbers of pupils attending the Park View schools and Aldworth Science College, in order to ensure long-term `viability' in respect of either finance and staffing or pupil peer groups.

· numbers of pupils in some pyramids (e.g. Park View/Aldworth) may be below the figures which ensure `viability' (i.e. enough funding to cover the cost of a full-time teacher of the deaf).

Option 4a
In addition to Options 1, 2 and 3, this option retains:
· resourced provision at Medstead Primary School
This option:
· takes account of the relatively stronger numbers of pupils who have attended, and currently attend, the resourced provision at this school;
· retains a primary phase provision which offers predominantly signing modes of communication.
Main implications:
· retaining provision offering exclusively signing will not be consistent with the development of all other resourced provisions where a full total communication approach is available;
· whilst Medstead may, for the foreseeable future, remain `viable' in terms of staffing and finance, the overall average size of the peer group is not expected to increase above one pupil per age group;
· retaining Medstead's provision may impact on the potential peer group size and `viability' (in respect of staffing and finance) of other provisions, especially those in the north of the County (Schools' Areas 1 & 2) alongside Options 2 & 3.
· Medstead is not accessible from all parts of the County; since September 2006, no pupils attending the provision live close to the school;
· the linked secondary school to Medstead Primary School does not have resourced provision.

Option 4b
In addition to Options 1, 2 and 3, this option retains:
· resourced provision at Woodcot Primary School
This option:
· retains a primary phase provision in the south of the County which offers predominantly signing modes of communication.
Main implications:
· retaining provision offering exclusively signing will not be consistent with the development of all other resourced provisions where a full total communication approach is available;
· whilst Woodcot may, for the foreseeable future, remain `viable' in terms of staffing and finance, the overall average size of the peer group is not expected to increase above one pupil per age group, and the number had reduced below the `viable' number during 2005-6;
· retaining Woodcot's provision may impact on the potential peer group size and `viability' (in respect of staffing and finance) of other provisions, especially those in the south of the County (Schools' Areas 3 & 4) alongside Options 1, 2 & 3.
· the linked secondary school to Woodcot Primary School does not have resourced provision.
