1. Summary
1.1 The following decisions are sought
a) That permission is granted to negotiate single tenders for day care services for older persons in the Fareham/ Gosport area at Bury House, Lutman, Kershaw, Portchester, and Locks Heath Day Centres.
1.2 This report is not for publication as it contains excempt information within Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972, being information relating to the financial or business affairs of any particular person (including the authority holding that information). Further it is considered that, in all the circumstances, the public interest in maintaining this exemption outweighs the public interest in disclosing this information. While there may be a public interest in disclosing this information, namely financial transparency in the County Council's affairs, it is felt that on balance this is outweighed by other factors in favour of maintaining the exception, namely the contracts are subject to confidential third party financial and other negotiations and to reveal details of those negotiations would adversely affect the County Council's negotiating position relating to this contract.
2. Reason
2.1 This report supports the corporate strategy in terms of making Hampshire safer and more secure for all, maximising wellbeing, and enhancing our quality of place. It does so by providing appropriate day care service for those with high dependency needs, providing breaks for informal carers, and working with partner organisations to identify and/or develop lower level preventative opportunities in a community setting, promoting social inclusion and integration.
3. Other Options considered and rejected:
3.1 Tendering considered but felt to be inappropriate whilst services are being reviewed, as part of the implementation of the strategy for modernising day services for older people, because of potential disruption and risk to vulnerable services users and their carers and consequent pressure on other services.
