ENVIRONMENTAL DESIGN GUIDELINES
1. The Executive Member has approved an initial programme to review the impact of highway regulation and street furniture on the highway environment to try and achieve a less cluttered scene. This is in response to recent Government and national best practice guidance concerning the urban and rural highway environment. The Campaign to Protect Rural England has chosen Hampshire County Council as its partner in its national "anti sign-clutter" campaign, with a pilot study of the southern part of the A32 between Wickham and West Meon crossroads in Hampshire. Pilot projects such as these, as proposed in the Local Transport Plan, will enable the County Council to develop a new policy approach which will better protect the highway environment from the adverse effects of intrusive signs or other traffic management measures. The programme of pilot schemes includes modest measures to remove redundant signs in Eastleigh and Fareham town centres; to eliminate superfluous signs in the village of Selborne; and to make progress with the larger scheme along the southern part of the A32 as mentioned above. There will be other modest improvements in villages such as Dogmersfield, Otterbourne and at various locations in the New Forest.
2. Improvements to the highway environment on the lines set out in the programme summarised above will enhance the quality of place at various locations in Hampshire by the removal of intrusive or redundant signs or other street furniture.
