1. Summary
1.1 This report makes a recommendation in respect of applications for funding from Havant Community Partnership, Hampshire Strategic Partnership and East Hampshire Community Partnership which are subject to approval by the Executive Member for Community Development and External Affairs.
1.2 These decisions relate to all three of the Corporate Strategy priorities: Hampshire safer & more secure for all, Maximising wellbeing and Enhancing our quality of place.
2. Background
2.1 A budget has been established for supporting projects derived from the County Council's statutory duty to prepare a community strategy. The budget is £217,600 in 2006/07 to support the development of Local Strategic Partnerships (LSPs) and pump prime activity which supports community strategies.
2.2 Each of the 11 LSP's are encouraged to bid for money from this budget to support the development of their LSPs and for the pump priming of projects.
2.3 The budget is also available for the development and implementation of the Hampshire Strategic Partnership.
2.4 The Chief Executive can approve amounts of up to £2000. The Executive Member for Community Development and External Affairs can approve amounts between £2000 and £10,000. Amounts exceeding £10,000 must be referred by the Executive Member for Policy and Resources for decision on the recommendation of the Executive Member for Community Development and External Affairs.
2.5 Appendix B sets out the funding criteria for which bids will be approved. They are intended as guidelines and not prescriptive rules.
2.6 The relevant local Member's views are taken into account through the LSP mechanism.
2.7 These decisions relate to all three of the Corporate Strategy priorities: Hampshire safer & more secure for all, Maximising wellbeing and Enhancing our quality of place.
3. Current bids
3.1 The following bids have been approved under delegated powers at officer level:
3.1.2 A bid from New Forest District Council - £1,000 for Access for All.
3.1.3 A bid from the Hampshire Strategic Partnership - £2,000 Anne Frank Event
3.1.4 A bid from East Hampshire LSP - £1980 for the East Hampshire Advocacy Scheme
3.2 The following bids have been approved by the Executive Member for Policy and Resources:
3.2.1 A bid from Rushmoor Local Strategic Partnership - £13,000 for the LSP Manager Post for 07/08
3.2.2. A bid from Gosport Voluntary Action - £15,000 for the Rowner Community Development Project
3.2.3 A bid from the Hampshire Strategic Partnership - £12,000 for the Rowner post
3.2 The following bids are for consideration by the Executive Member for Community Development and External Affairs:
HSP - £9,000 - Rowner project (from 07/08 budget subject to confirmation)
HSP £3,533 - CADDIE (from 07/08 budget subject to confirmation)
Havant Community Partnership - £10,000 Community Board Support Officer
East Hampshire Partnership - £3,000 East Hampshire Debt Advice Project
3.2.2 The budget for this financial year 2006/07 has been agreed at £307,600, which includes a carry forward of £90,000 from 2005/6.
3.2.3 If the bids listed above are approved against the 2006/07 budget, the total allocated, is £303,799 leaving £3,801. (See attached appendix A).
