Project Appraisal: Whiteley Way - Toucan Crossing

1. Summary

1.1 The following decisions are sought:

    (i) That the Project Appraisal for the installation of a controlled Toucan crossing and associated footway and off-road cycle links on Whiteley Way, to be externally funded at an estimated cost of £130,000, be approved.

    (ii) That, under the powers contained in Sections 65 and 66 of the Highways Act 1980, the sections of footway to be utilised as shared use on the east and west side, south of the Whiteley Way/ Marjoram Way roundabout be formally converted to shared use for pedestrians and cyclists.

2. Reason

2.1 To provide a safer facility for pedestrians and cyclists to cross Whiteley Way and improve accessibility for the local residents and business community to Whiteley Village and other local routes.

2.2 The location of the Toucan crossing and new footway and cycle improvements will link into the existing network to encourage walking and cycling whilst improving accessibility to the local shops and businesses.

3. Other Options Considered and Rejected

3.1 To do nothing was considered and rejected as this would not improve the situation for cyclists and pedestrians who have reported difficulties crossing Whiteley Way. No other location was suitable.
