1. Summary

1.1 That Councillor A. W. Rice TD be appointed as the County Council's representative to serve on the North Solent Shoreline Management Plan Elected Members' Group.

2. Reason

2.1 To ensure that the County Council is fully represented at senior elected member level in the development of this partnership working arrangement to determine coastal defence policies for the Solent shoreline between Hurst Spit and Selsey Bill. The plan, funded by DeFRA, will be prepared by a steering group comprising representatives of local authorities and agencies, led by New Forest District Council and including Hampshire County Council. The proposed elected members advisory group will guide and oversee production of the plan which will provide the coastal defence policy framework for the north Solent shoreline over the next century.

2.2 Involvement in the partnership's elected members' group will enhance quality of place by providing a strategic and co-ordinated approach to the protection of Hampshire's coastline.

2.3 As this is a first time appointment the Leader of the Council has been consulted and supports the proposed appointment.

3. Other options considered and rejected

3.1 The County Council not been represented, which would lead to a loss of influence in this important area of policy.

4. Conflicts of interests declared by the decision maker or other Executive Member consulted. - none.

5. Dispensation granted by the Standards Committee - none.

6. Reasons for the matter being dealt with as urgent. - none.
