1. Summary

1.1 This report seeks approval for five temporary classrooms to be placed on the former Romsey Infant School site during building works at Romsey Primary School.

1.2 This decision supports the Corporate Strategy "Maximising well-being" and "Enhancing our quality of place!" by enabling building work to provide appropriate modern facilities at Romsey Primary School.

2. Temporary classrooms to facilitate building work at Romsey Primary School

2.1 Following a review of primary school provision in the Romsey area, Romsey Primary School was established on 1 September 2006. A project appraisal to provide appropriate accommodation for Romsey Primary School in the former Romsey Junior School was approved on 25 January 2007, at an estimated cost of £3.000m. Romsey Primary School was created following an area review of primary school provision and replaces the former Romsey Infant and Romsey Junior Schools.

2.2 Following the success of the arrangements adopted during building work to facilitate the amalgamation of the Langdown Infant and Junior schools, where all pupils were moved from the junior school site to the infant school site during construction, it is proposed to implement a similar situation for the Romsey Primary School building work. To allow the junior age pupils to move on to the former infant school site while the junior school building is adapted will require the provision of an additional five temporary classrooms. This accommodation, together with the existing accommodation on the former infant school site, will provide sufficient space for all of the pupils, including the required specialist accommodation. The temporary accommodation will remain on site until the school is able to return to the completed primary school and will then be removed prior to planned disposal of the site. The building works are scheduled for completion in April 2008.

2.3 The Executive Member for Children's Services approved the recommendation to provide this temporary accommodation on 19 January 2007. Approval to the placing of five temporary classrooms on the former Romsey Infant School site is now sought.

3.1 Legal implications - The proposals support the County Council's statutory duty to provide school places and comply with central government accommodation requirements and guidance.

4. Impact assessment

4.1 Race and equality impact assessment has been considered in the development of this report and no adverse impact has been identified.
