81. DECLARATIONS OF INTEREST


Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should normally at the time of the debate declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed.

    The Minutes of the meeting held on 7 February 2007 were confirmed by the Committee and signed by the Chairman.

83. CHAIRMAN'S COMMUNICATIONS

    The Chairman reported that a Rights of Way training session for Members would be arranged following the next meeting of the Committee on 18 April 2007 to provide information for new Members of the Committee and to refresh and update other Members particularly with regard to the National Environment and Rural

Communities Act 2006 as it affects rights of way.

    The Chairman also reported the setting up of 2 panels for which Members were invited to apply, namely:

    A task and finish Panel to consider the new wording on the standardised planning application form; and

    A Panel to advise on the preparation of the Development Plan Documents that form the Hampshire Minerals and Waste Development Framework.

84. REDEVELOPMENT OF EXISTING SITE TO PROVIDE A

REPLACEMENT WASTE TRANSFER STATION AND HOUSEHOLD

WASTE RECYCLING CENTRE, DEMOLITION OF FORMER

INCINERATOR BUILDING AND TWO REDUNDANT BUILDINGS AND

TEMPORARY EXTENSION OF TIME FOR RETENTION OF EXISTING

WASTE TRANSFER STATION (UNTIL REDEVELOPMENT

COMMENCES) AT BURY ROAD/NORMANDY WAY, MARCHWOOD

(APPLICATION NO. 07/89251) (COUNTY COUNCIL REF. NF018)

Mesdames Alison Hoare and Fiona Hardy and Mr John Collis of Veolia

Environmental Services made deputations in respect of this item.

Councillor David Harrison also attended the meeting and spoke as Local Member

objecting to the proposal on the grounds (inter alia) that permission should be

given for an alternative site, the openness of the designated strategic gap and

the proximity to the Site of Special Scientific Interest (SSSI).

                  The Committee considered a report of the Chief Planning Adviser (Item 7 in the

Minute Book) on an application for planning permission for the redevelopment of

the former Marchwood incinerator and adjacent Household Waste Recycling Centre

(HWRC) involving the demolition of the former incinerator building, construction

of a new waste transfer station and ancillary infrastructure, and the redevelopment

and enlargement of the HWRC.

Following a detailed discussion it was agreed that the item should be deferred to

allow for further information regarding the conditions of the original planning

permission for the municipal incinerator and replacement waste transfer station to

be reported at the next meeting.

                  RESOLVED:

That consideration of the planning application for the redevelopment of the existing

site to provide a replacement waste transfer station and household waste recycling

centre be deferred and that a report covering the concerns expressed by the

Committee be submitted to the next meeting on 18 April 2007.

85. DEVELOPMENT AND OPERATION OF A SECONDARY AGGREGATE

RECYCLING FACILITY AT LAND AT WARREN HEATH, BRAMSHILL

(APPLICATION NO. 06/02863/CMA) (COUNTY COUNCIL REF NO.

HR042)

Mr Stuart Austin from White Young Green Environmental on behalf of Mr Pennard

made a deputation in respect of this item.

Councillor Simpson, Local Member wished it to be noted that he supported

Eversley Parish Council in its objections to the proposal.

The Committee considered a report of the Chief Planning Adviser (Item 8 in the

Minute Book) on an application for planning permission for a permanent inert waste

and secondary aggregate recycling facility at land at Warren Heath, Bramshill.

In considering the application, Members considered that the lorries should be

sheeted before leaving the site.

RESOLVED:

That planning permission for an inert waste and secondary aggregate recycling

facility at land at Warren Heath, Bramshill be granted for the reason set out in the

report subject to the conditions specified therein and a further condition in respect

of lorry sheeting.

86. PROPOSED ERECTION OF A BUILDING TO HOUSE A GAS INJECTION

BOOSTER COMPRESSOR UNIT; THE PROPOSED ERECTION OF A

GATEHOUSE;SWITCH-ROOM BUILDING; SITING OF ASSOCIATED

UNDERGROUND OF 1.5 KILOMETRE LENGTH ELECTRICITY CABLE

FROM WELL SITE C TO WELL SITE A, AT HUMBLY GROVE OIL

FIELD, WESTERN COMMON, THE AVENUE, LASHAM

Messrs Mark Kelly, Associate Director of Alliance Environment and Planning

Limited on behalf of Star Energy, Robert Fookes of Counsel instructed by

Mr D. Lancaster of Pinsent Masons on behalf of local residents and Mrs Sally Scutt

on behalf of local residents made deputations in respect of this item.

The Committee considered a report of the Chief Planning Adviser (Item 12 in the

Minute Book) on an application for planning permission for the proposed erection

of a building to house a gas injection booster compressor unit, the proposed

erection of a gatehouse, switch room building, siting of associated infrastructure in

well site A and the laying underground of 1.5 kilometre length electricity cable from

well site C to well site A at Humbly Grove Oil Field, Western Common,

The Avenue, Lasham.

In considering the application and noting the fact that the Health and Safety

Executive had stated that the risks to the surrounding population arising from the

proposed operations are so small there are no significant reasons on safety grounds

for refusing the application, Members raised concerns about the noise levels and

requested that the sound levels be monitored with the results reported to the next

meeting of the Committee on 8 April 2007. Members were also concerned about the

gas explosions which had taken place and wanted reassurance from the company

about how these could be controlled.

RESOLVED:

That planning permission and Hazardous Substances Consent be approved as set out

in the Recommendation in the report of the Chief Planning Adviser, subject to

Counsel's advice on the implications of the wording of the original planning

permission granted in 2003 and a report to the next meeting of the Committee on

18 April 2007.

87. USE OF AGRICULTURAL BARNS FOR STORAGE OF WASTE PAPER

AND BIOMASS AT THE AVENUE, LASHAM, NEAR ALTON

(APPLICATION NO. F37181/009/CMA) (COUNTY COUNCIL REF. EH152)

Alison Crooks from White Young Green Environmental representing Mr Porter,

Messrs B. M. Nonhebel on behalf of Shalden Parish Council, Robert Fookes of

Counsel instructed by Mr D. Lancaster of Pinsent Masons on behalf of the local

residents and Mr Del Mar made deputations in respect of this item.

The Committee considered a report of the Chief Planning Adviser (Item 13 in the

Minute Book) on an application for planning permission for the use of agricultural

barns for the storage of waste paper and biomass at the Avenue, Lasham, near

Alton.

In considering the application, Members raised concerns about the retrospective

application being contrary to the East Hampshire District Local Plan, the

environmental impact and the lack of staff on site during operating hours.

RESOLVED:

That the temporary planning permission for the use of agricultural barns for the

storage of waste paper and biomass at The Avenue, Lasham, near Alton be refused

on the basis that it contravenes Policy 46 of the Hampshire Minerals and Waste

Local Plan.

88. CONTINUED USE AS SOIL RECYCLING CENTRE WITH ASSOCIATED

DEVELOPMENT, WITHOUT COMPLYING WITH CONDITION 1 OF

F35283/001/CMA AND CONDITION 1 OF F35283/003 FOR EXTENSION OF

PERMISSION AND RESTORATION SCHEME AT BLACKMOOR

RECYCLING SITE, BLACKMOOR (APPLICATION NO. F35283/005/CMA)

(COUNTY COUNCIL REF. EH139)

Messrs Don Jerrard of Greatham Parish Council and Gregory Gray made

deputations in respect of this item.

A copy of representations received from Mr Trodden were circulated to Members of

the Committee enclosing additional information that he wished to be made available

in relation to the Committee's consideration of the item in view of the fact that he

had registered a request to make a deputation but was too unwell to attend.

The Committee considered a report of the Chief Planning Adviser (Item 14 in the

Minute Book) on an application for planning permission for continued use as a soil

recycling centre with associated development and extension of permission and

restoration scheme at Blackmoor Recycling Site, Blackmoor Estate, Blackmoor.

RESOLVED:

That planning permission in respect of continued use as a soil recycling centre with

associated development without complying with Condition (1) of F25283/001/CMA

and Condition (1) of F35283/003/CMA (extension of permission and restoration

scheme for a further five years) at Blackmoor Recycling Site, Blackmoor Estate,

Blackmoor be granted for the reason set out in the report and subject to the

conditions specified therein.

89. ALTERATIONS, EXTENSION AND REFURBISHMENT WORKS OF

COUNTY COUNCIL OFFICES AT ELIZABETH II COURT AND

ASHBURTON COURT, WINCHESTER - CONDITION 3:APPROVAL OF

MATERIALS (APPLICATION NOS. W00723/15) (COUNTY COUNCIL

REF. WRG024)

Julian Lipscombe (Director from Bennetts Associates) Hampshire County Council's

Architects made a deputation in respect of this item.

The Committee considered a report of the Chief Planning Adviser (Item 15 in the

Minute Book) on details of the exterior cladding in terms of colour and materials as

requested by the Committee at its meeting on 8 November 2007 when it granted

planning permission for the alterations, extension and refurbishment works at

Elizabeth II Court and Ashburton Court.

RESOLVED:

That the details and samples of materials to be used for the construction of the

external surfaces in accordance with Condition 3 of planning permission

W000723/15 be approved.

90. ASHFIELD TYRE DEPOT, ASHFIELD SAWMILL, ROMSEY

At its last meeting the Regulatory Committee considered a confidential report on

Ashfield Sawmill. At that time it was expected that a planning application for tyre

processing at the site was to be submitted imminently and consideration of actions

by the Committee was deferred. In the event, at the time of producing the papers

and agendas for today's meeting, an application has not been forthcoming.

Accordingly a full report on the options for enforcement action is being prepared for

the Regulatory Committee meeting on 18 April 2007.

91. HENRY TYNDALE SCHOOL, SHIP LANE, FARNBOROUGH -

PROPOSED NEW SINGLE STOREY UNIT TO REPLACE THE CURRENT

ACCOMMODATION IN FLEET. THE PROPOSED UNIT WILL INCLUDE

AN OUTREACH BASE TO BE USED AS A TEACHER TRAINING

CENTRE AND CONSTRUCTION OF A NEW VEHICULAR ENTRANCE

FOR STAFF AND DROP OFF VEHICLES (APPLICATION NO.

The Committee considered a report of the Chief Planning Adviser (Item 9 in the

Minute Book) on an application for planning permission for a single storey unit to

replace the current accommodation to include an outreach base to be used as a

teacher training centre and construction if a new vehicular entrance at

Henry Tyndale School, Ship Lane, Farnborough.

RESOLVED:

That planning permission in respect of the construction of a new single storey

detached unit at the Henry Tyndale School, Ship Lane, Farnborough be granted for

the reason set out in the report and subject to the conditions specified therein.

92. ROMSEY PRIMARY SCHOOL, MERCER WAY, ROMSEY -

DEVELOPMENT OF FORMER JUNIOR SCHOOL SITE FOR 1FE

PRIMARY SCHOOL. REFURBISHMENT OF EXISTING SINGLE STOREY

SCOLA BUILDING AND NEW BUILD EXTENSION COMPRISING OF 3

CLASSROOMS, NURSERY, COMMUNITY CENTRE AND CHILDREN'S

CENTRE (APPLICATION NO. 07/00348/HCC3S (COUNTY COUNCIL

Councillor M. G. Cooper declared a personal interest as his wife owns property not

connected to but near the site.

The Committee considered a report of the Chief Planning Adviser (Item 10 in the

Minute Book) on an application for planning permission for the refurbishment of the

Existing single storey building and a new extension comprising of 3 classrooms,

nursery, community centre and children's centre at Romsey Primary School,

Mercer Way, Romsey.

In considering the application, Members considered that there should be a Condition

specifying a requirement to implement a School Travel Plan.

RESOLVED:

That planning permission in respect of the construction of a single storey extension

to the existing Romsey Primary School, Mercer Way, Romsey be granted for the

reason set out in the report, subject to the conditions specified therein and the

additional condition as detailed above.

93. NEW 210 PLACE PRIMARY SCHOOL TO SERVE DOWD'S FARM

RESIDENTIAL DEVELOPMENT, HEDGE END

The Committee considered a report of the Chief Planning Adviser (Item 11 in the

Minute Book) on an application for planning permission for a new 210 place

primary school to serve Dowd's Farm residential development at Wellstead Way,

Dowd's Farm, hedge End, Southampton.

RESOLVED:

That planning permission in respect of a new 210 place one form entry primary

school on land to the north of the existing Dowd's Farm House at Dowd's Farm,

Hedge End, Southampton be granted for the reason set out in the report and subject

to the conditions specified therein.
