Summary |
1.1 |
The review of primary school provision in Hedge End, West End and Botley which was undertaken in 2003/04 proposed the construction of a new one-form entry primary school with a visual impairment resource provision unit to replace the existing school on the Kings Copse site in Hedge End. |
1.2 |
The existing main school building is of SCOLA construction, dating from 1975. The school site is approximately 4 ha and is currently the largest primary school site in Hampshire. The site is located to the south of Hedge End village, within a large residential area. |

The proposed new school will be located to the east of the existing school building on a site of 1.6 ha. It is proposed to sell the surplus land for the development of housing. The anticipated capital receipt from the sale of the surplus land will be used to fund the new school development. |

The total estimated cost of the scheme to provide a new one-form entry school is £4,519,000, excluding fees. |
1.5 |
The provision of a new one-form entry primary school with visual impairment resource provision unit to replace the existing SCOLA building will maximise wellbeing and enhance the quality of place for all users of the school. |

Value of land already acquired for this project
The land forming the site of the school is part of the existing school campus and was acquired at historic cost. This new school releases the remaining 2.43 ha (6 acres) of the site for residential development to be sold to fund this project.

* The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.
Energy costs
The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the fuel cost for the school will be in the order of £5.65 for each m² of accommodation and 44 tonnes per year of CO2 per year.
Value for Money
Factors taken into consideration during the development process to ensure that the project is delivering value for money:
· Procurement - the project is being developed as part of an innovative procurement strategy to deliver a number of new primary schools. Kings Copse is one of three schools being developed together with two framework contractors, with the aim of achieving some commonality and repetition across the projects to facilitate economies of scale through aggregation both on building costs and the cost of resources. Performance indicators from similar packaging strategies, such as the provision of nursing care beds (Enhance) are demonstrating that such an approach is delivering significant efficiencies.
· Buildability/Specification - the early involvement of the contractor in the design development process has enabled them to contribute valuable experience, knowledge and expertise into achieving optimum design solutions in terms of buildability, quality and costs over the life of the building.
· Whole Life Costs - the development of the project has included an analysis of costs over the whole life-cycle of the building. A Whole Life Cost plan has been prepared for the project and benchmarked against similar projects carried out by the County Council. The WLC summary for this project compares favourably with Pinewood and Elvetham Heath, which are the last new infant/primary schools being built by the County and therefore the most appropriate benchmark.
· Sustainability - the scheme has been designed with a strong sustainability agenda. A `very good' BREEAM (Building Research Establishment Benchmark for Sustainability) rating is being targeted and will reflect in the longer-term benefits which will be delivered through low-energy use. Sustainable features include a ground source heat pump and solar panels for the heating of the hot water.
2 Details of site and existing infrastructure
Location/adjoining land and buildings
The school site is located in a residential area of Hedge End and is surrounded on all boundaries by housing.
Area including comparison with local/national standards
The total site area is 3.84 acres (1.6 hectares). The DfES guideline for a school of this size is 2.965 acres (1.2 hectares).
Access
The existing pedestrian and vehicular access to the site is from Kings Copse Road to the south.
The contractor will access the site from Kings Copse Road to the east of the existing access point.
Existing buildings and temporary buildings
The existing building is of SCOLA construction and will be demolished and removed from site on completion of the proposed scheme. There are no temporary buildings on site.
Results of trial boreholes
The new school building is to be built in the grounds of the existing school. A geotechnical report has shown the subsoil conditions are up to 1.1m of made ground overlying a London Clay formation. Groundwater was encountered with the London Clay formation at a depth of 3.2m below ground level. Due to the presence of trees on the site and their effect on the clay, it is recommended that that any new footings should extend at least 1.5m below ground level. The substructure will be concrete piles bored into the clay and suspended slabs will be used throughout.
Mains services position
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
3 Scope of the Project
Type of project and facilities provided
The proposed scheme will provide a new one-form entry primary school with the following accommodation:
· seven classrooms
· main hall
· library
· ICT room
· music/drama room
· food tech room
· craft room with craft preparation room
· visual impairment resource provision unit
· staff and administration offices
· pupil toilets
· accessible toilet for staff and pupils with hygiene room
· plant and caretaker's store
· community stores
· kitchenette
Places provided
The proposed new school will provide 210 places. A ten place resourced provision for children with Visual Impairment will also be provided.
4 The Proposed Building
Type of construction, finish and appearance
The proposed building will be steel framed, with cold rolled steel infill panels and brick cladding, a metal standing seam pitched roof and high-performance coverings will be employed to other roofs. Glazing will be of polyester powder-coated aluminium/timber composite.
Impact assessment
The school has been designed with level access throughout. An accessible staff/pupil toilet and hygiene room are provided.
A dedicated area for drop-off and pick-up of visual impairment pupils is provided. There is also one accessible staff parking space provided as part of the scheme.
Assessment of the Race Relations (Amendment) Act has been considered in the development of this proposal. No adverse impact has been identified in terms of race, creed or gender.
Heating and ventilation systems
An underfloor heating system with a ground source heat pump will provide heat to all areas of the new school, with natural ventilation throughout. In addition, there will be assisted extraction fans to toilet and kitchen areas and cooling provided to the ICT suite.
Fire risk assessment
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.
Health and safety
A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme
5 External Works
Car parking
It is proposed to remove the existing car parking to the southwest of the existing school and form a new school staff car park to the south of the proposed school building. The proposals include a dedicated area for drop-off for visual impairment pupils at the school and a turning area for the vehicles delivering pupils, and general delivery vehicles, to enable them to leave the site in a forward gear. The car park will provide 14 staff parking spaces (one being accessible).
Pedestrians and vehicles will be segregated on site by raised planting beds and fencing.
Landscape proposals
Landscape proposals include:
· tree and shrub planting to the western boundary of the site to screen the site from future residential development
· low-level planting around the building and edges of external play areas
Situation on site and environmental impact
The proposed new school will be located on the eastern part of the existing site and is screened from the adjacent residential development by established trees belts. Some existing trees on the Kings Copse Road boundary are to be felled and replacement tree planting will take place on the western boundary to separate the site from the future residential development.
6 Planning
A detailed planning application was approved by the Regulatory Committee on 7 February 2007.
7 Building management
Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.
8 Furniture and equipment
An allocation of £175,000 has been made from the Children's Services Capital Programme.
