    Bishop's Waltham Workshop

    Summary

    1.1

    The Buildings Land and Procurement Panel considered at its meeting on 23 January 2007 and the Executive Member for Policy and Resources approved at the decision day meeting on 25 January 2007, the replacement of the existing vehicle maintenance workshop facilities at Bishop's Waltham

    1.2

    The vehicle maintenance workshop provides facilities for the servicing, maintenance and repair of highways vehicles and is a depot for road-gritting in the winter months. The workshop is located at Botley Road, Bishop's Waltham.

    1.3

    The existing vehicle maintenance workshop and associated facilities are old, in poor condition, an obstacle to effective working practices and inadequate for the workload that Hampshire Transport Management (HTM) can generate in this area.

    1.4

    It is now proposed to convert existing workshop 1 into a storage facility, to demolish all other existing buildings, and to construct a replacement purpose-built workshop building and associated facilities. The total estimated cost of the scheme is £542,000, excluding fees.

    1.5

    The proposed scheme will enhance the quality of place for all users of the workshop.

    1.6

    The Director of Property, Business and Regulatory Services has progressed the design of the workshop facilities and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

    Recommendation

    2.1

    That the Buildings, Land and Procurement Panel advises the Executive Member for Policy and Resources that the scheme to provide a purpose-built replacement vehicle maintenance workshop and associated facilities, at an estimated cost of £542,000, excluding fees, is approved.

    Scope of the Works

    3.1

    Some existing buildings (workshop 2, storage, mess/toilet and fuel facility) to the northern boundary of the site which are in poor condition will be demolished. An existing temporary office building will also be removed from site as part of this scheme.

    3.2

    The proposal will provide a new workshop building sited centrally within the site to enable vehicles to enter the building on the south side and exit via the north side, thus improving traffic movements and safety.

    3.3

    Facilities will include four bays for the maintenance and repair of highways vehicles, with one bay being used for MOT testing purposes. Reception offices, stores, mess room and toilets are all provided at ground floor level, with first floor storage over.

    3.4

    Parking spaces on site are adequate, and will be reconfigured following demolition and construction works to include one accessible space. The site has the advantage of mature trees and hedges on all boundaries and the removal of existing buildings will expose the hedgerows.

    Funding and Timing

    4.1

    The total estimated cost of the scheme is £542,000, excluding fees, which will be funded from accumulated surpluses of the Business Services Group.

    4.2

    Subject to the necessary approvals it is anticipated that scheme will be procured by competitive tender as a design/build contract. It is anticipated that work will commence on site during August 2007 and be completed during December 2007.

    Partnership working with Hampshire Fire and Rescue Service (HFRS)

    5.1

    Following comments made by Members of the Buildings, Land and Procurement Panel meeting in January, a number of options have been considered by the business managers in liaison with Property Services and the Hampshire Fire and Rescue Service. Although the project at Eastleigh is several times larger than the proposed workshop at Bishop's Waltham, the scheme has been designed with specific requirements and vehicles in mind and there does not appear to be significant scope for the workload or maintenance operation to be merged within the existing plans.

    5.2

    The workshop at Bishop's Waltham will be a basic steel-framed building with welfare facilities and new fuel storage and lends itself well to one-off competitive tendering with smaller building companies.

    5.3

    The project at Eastleigh is considerably larger and more complex on a busy site and is suitable for one of the construction framework contractors. It is not considered that further economy would have been achieved if the schemes had been offered to the market as a single package.

    5.4

    The fitting-out requirements of the Bishop's Waltham workshop are very basic and it is planned that major items such as the vehicle lifts will simply be relocated from the old building into the new workshop However, it has been agreed that the respective fleet managers will liaise further to collaborate on the purchasing of equipment and to explore opportunities for workload sharing to make the best use of the facilities available.

    Consultation with Local Member

    6.1

    Councillor Peter Mason, the local Member for this area, has been consulted on this proposal and he has confirmed that he is supportive of the scheme.

    Conclusion

    The proposed scheme will facilitate the demolition of existing buildings which are in poor condition and the construction of a new purpose-built vehicle maintenance workshop and associated facilities.

Value of land already acquired for this project

      The land forming the site of the development is an integral part of the campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the grounds of the establishment.

      Energy costs

      The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that there will be no increase in fuel cost for the workshop.

      2 Details of site and existing infrastructure

        Location/adjoining land and buildings

        The workshop is located at Botley Road, Bishop's Waltham, with farmland to the north and east, a sewerage works to the southwest and business premises to the south.

        Area including comparison with local/national standards

        The total site area is 4.322 acres (1.749 hectares).

        Access

        Access to the site is from Botley Road and the contractor will use this access for the duration of the works. The access is also used by four private dwellinghouses.

        The building contractor will work within the existing operational times of the workshop and depot.

        Existing buildings and temporary buildings

        The main workshops date from 1960 and are of traditional concrete frame design, the fuel facility dates from 1970 and is of traditional steel frame and load-bearing brickwork design, and the Salt Barn was constructed in 2000, of traditional steel frame design.

        Workshop 1 is considered to be in fair condition and it is therefore proposed to convert this into a storage facility.

        Workshop 2, storage, mess/toilet and fuel facility are in poor condition and will therefore be demolished. The Salt Barn will not be altered. An existing temporary office building will be removed from site.

        The existing fuel facility will be relocated on site to ensure there are no future contamination issues. The existing underground tanks will be decommissioned, made safe, left underground and filled with concrete. This work will be carried out by a specialist contractor.

        Results of trial boreholes

        Made ground of firm/stiff sandy gravely clay over River Terrace Deposits over London Clay formation. Assessment that bearing pressure for foundation at 0.800m below ground level is 100kN/m² and of conventional spread type.

        Mains services position

        The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed new accommodation.

      3 Scope of the Project

        Type of project, layout and facilities provided

        The scheme will provide a purpose-built vehicle maintenance workshop with four bays for the maintenance and repair of vehicles, with one bay being used for MOT testing. Reception offices, stores, mess room and toilets will be provided at ground floor level, with additional first floor storage over.

        The new fuel site will have two tanks above ground (one for diesel and one for gas oil).

      4 The Proposed Building

        Type of construction, finish and appearance

        The proposed workshop building will be steel framed, supported on concrete foundations and clad with colour-coated insulated metal panels to walls and roof. Vehicle access doors will be electrically operated colour-coated roller shutter doors. Windows will be colour-coated aluminium double-glazed units.

        Impact Assessment

        The site is generally level with level access into the building. One accessible parking space and one accessible toilet will be provided as part of the scheme.

        Assessment of the Race Relations (Amendment) Act has been considered in the development of this proposal. No adverse impact has been identified in terms of race, creed or gender.

        Heating and ventilation systems

        It is anticipated that an underfloor heating system and a combination of natural and mechanical ventilation will be used throughout the new building.

        Fire risk assessment

        In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.

        Health and safety

        A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme

      5 External Works

        Car parking

        There is adequate car parking on the site. However, this will be reconfigured to facilitate the siting of the proposed new building and the existing parking provision will thus be maintained. One accessible space will be provided.

        Landscape proposals

        The site is bounded by existing mature trees and hedges, which will be undisturbed.

        Situation on site and environmental impact

        The buildings to be demolished are in poor condition and their replacement will serve to enhance the general appearance of the site. The proposed new workshop is located centrally within the site and the mature trees and hedges on all boundaries shield the buildings from neighbouring areas.

      6 Planning

        A detailed planning application was submitted during February 2007.

      7 Building management

        Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.
