1. Summary

1.1 The following decision is sought:

    That the following 2007/08 Integrated Transport Capital Programme Sub Programmes, set out in Appendices 1, 2, 3, 4 and 5, be approved:

    (i) Community Street Lighting - £60,000;

    (ii) Casualty Reduction - £3,000,000; and

    (iii) Safer Routes to School - £1,000,000.

2. Reason

2.1 Decisions made in relation to these sub programmes of the Environment Capital Programme will support the Council's priorities. The Community Street Lighting programme responds directly to local safety concerns on lighting issues and develops small-scale joint-funded projects with Parish and District Councils. The Casualty Reduction programme plays a major part in improving safety on Hampshire's road network through the implementation of low-cost engineering measures at high risk sites. The Safer Routes to School programme will provide pedestrians and cyclists with a safer walking and cycling environment.

3. Other Options Considered and Rejected

3.1 Other candidate sub programmes for the casualty reduction engineering programme were rejected as they were unlikely to deliver as effective a range of measures in terms of projected casualty reductions and value for money.
