Having just won the British Synchronized Ice Skating Championship in January 2007 and achieving the required standard, BISC's senior team has been selected by the National Ice Skating Association to represent Great Britain at the World Championships being held in Ontario, Canada from 28 to 31 March 2007. Financial support from Hampshire County Council will help the team of 20 skaters meet the very high costs of competition. Consultation has taken place with Cllrs Kelly, Frankum, Reid, Gurden and Heath. Cllr Reid congratulates the team and supports the application. |

Hampshire County Table Tennis Association |

This is the first time that this organisation has applied for revenue support to this partnership funding scheme. Sport Hampshire & IOW has been working with the Association over several months to develop a county plan that will improve the infrastructure for table tennis throughout Hampshire and the IOW. The plan is now in place and the association, with appropriate financial support, will work to increase club membership, develop competition for schools and work with youth clubs to increase participation (a youth club representative has helped to develop the plan with the Association). The work with youth clubs will serve as a pilot for other projects around the country. As this is a countywide organisation, no additional consultation has taken place with County Council members. |

Hampshire Rugby Football Union for Women (HRFUW) |

Hampshire Rugby Football Union for Women continue to make steady progress with their U15, U18 and senior squads. They are now in a position to track the progress of players from aged 12 upwards in order to provide them with the support they need. They have provided 20 players for regional squads and 3 players have been selected to represent England in the past year. The HRFUW work closely with the Hampshire Rugby Football Union to ensure that potential players are attracted from the non contact game, often delivered in schools, into clubs and county squads. As this is a countywide organisation, no additional consultation has taken place with County Council members. |

This one-off payment will help the Association `bridge the gap' in this financial year until they can re-organise their budget to accommodate the whole of this additional spend. As this is a county wide organisation, no additional consultation has taken place with County Council members. |

The Association provides: technical, legal and financial advice to voluntary and other sports organisations; financial support to local voluntary clubs, Parish/Town Councils and children's play associations; guidance in the preparation of lottery applications and works with other partners to provide sporting and challenging opportunities for disadvantaged young people. This project supports all three corporate aims and the sports strategy aims of developing young people, performance and excellence and active participation throughout life. As this is a countywide organisation, consultation took place with Cllrs. Rice (Chairman of the Hampshire Playing Fields Association) and Cllr Byrom, who is an appointed member of the Association's Executive Committee. Cllr Byrom supports this application. |

Solent Sea Rescue Organisation provides financial, training and administrative support to nine beach and sea rescue units, all declared to HM Coastguard around the Solent. This funding represents Hampshire County Council's pro rata contribution to a total of £65,906 from nine authorities. Nine beach and sea rescue units received grants totalling £18,659 from SSRO together with group insurance cover. This project supports the corporate priority of Hampshire safer and more secure for all. Cllr Gale, the County Council's representative on this organisation, has been consulted. |

Hampshire Badminton Association has a number of development centre's around the county, including the Westgate High Performance Badminton Centre in Winchester which opened in 2002. Over 150 young people who have the talent, are being trained and coached to reach the highest level of competition. The Centre also has a development role to play in participation and aims to increase this through a wider range of activity programmes, particularly during school holidays. There is also currently a lack of coaches progressing from Level 1 to Level 2 and this funding will be used to help bridge that gap. This project supports the corporate priority of maximising wellbeing and the sports strategy aims of developing young people, performance and excellence and active participation throughout life. As this is a countywide organisation, no additional consultation has taken place with County Council members. |

The British Judo Association runs a comprehensive programme of competition and gradings. Both competitions and gradings have seen an increase in participants in the last year which is very encouraging. Coaching has been provided to squads of outstanding players who aspire to representative honours in both junior and senior, male and female. There has also been an increase in the numbers gaining National and International recognition in the past year. The Association has also continued to implement the BJA Southern Area Development Plan and participation of judo in schools initiative. In 2007/08, the Association will continue to run a similar programme to this year. In addition they will be supporting the continuation of Judo into the Hampshire Mini & Youth Games. This project supports the corporate priority of maximising wellbeing and the sports strategy aims of developing young people, performance and excellence and active participation throughout life. As this is a county wide organisation, no additional consultation has taken place with County Council members. |

Pitt Street Regional Gymnastics Centre |

Pitt Street Gymnastics Centre in Portsmouth continued to perform well in the last year with participation continuing to increase. Notably, adult participation as well as junior participation has increased significantly. The Centre is now likely to enter a difficult period due the relocation of the centre as part of the City North developments. At the last JMC meeting, the City reported that confirmation had been received from Centros Miller, the City Centre north developer, that they would be building the new gymnastics centre rather than asking the City to undertake the procurement. As a result, it is anticipated that the new centre will be completed within a shorter timescale than would otherwise have been the case. The contractor has been appointed, and the provisional plan is for a start on the works in April with practical completion in December 2007. To complete this work, it is anticipated that the Pitt Street premises will need to be vacated by 1 October and temporary facilities commissioned for the various users for a period of three months. Provision has been made in the project budget for revenue expenditure to accommodate temporary gymnastics provision until such time as the new centre is open. Running alongside the capital project is the City Council's tendering process for the operation of its leisure facilities. An outcome to this process is not expected until August 2007. It is impossible therefore to anticipate what the new operating costs of the centre will be from December onwards. It is therefore proposed that the County Council makes this partnership funding contribution in two instalments, the first being paid now for the operation until September (when the new contractor will be known) and the second being paid on the evidence of need through the JMC meetings for the operation until 31 March 2008. As the County Council has a Joint Management Committee arrangement with this organisation and has three representatives, Cllrs Bryant, Byrom and Edgar, no additional consultation has taken place. |

Rushmoor Royals Swimming Club |

Rushmoor Royals swimming club is based in the Farnborough and Aldershot areas of Hampshire. The club caters for over 200 young people learning to swim and over 260 swimmers in their competitive sections. The club competes at a high level with some swimmers being selected for British Championships. This success is helped enormously by the club's access to the 50m Aldershot Garrison pool, one of only a handful around the country. In response to the Head Coach's review, the club has made the necessary changes to the club structure to meet the needs of all it's swimmers, including hiring the additional water time they need to meet the needs of those swimmers who have the potential talent to make the 2012 Olympic team. The club recorded 617 personal bests at their club championships and 82 new club records, won 33 medals at the South East age group and Youth Championships in May 2006 and 11 swimmers qualified for the national championships in July 2006 where they won 6 medals. This has been their best performance in recent years and a rich reward for the work that has taken place within the club. The club is also active in a number of other areas. It provides a coach to the local disability club, the Head coach has supported the local disability galas in the form of Talent ID and coaching and has supported Sport Hampshire & IOW's local partnership camps and swimming forums. Finally, the club is progressing well transferring their Swim21 application into the new format which will ensure the development of both the swimmers and the coaches. This project supports the corporate priority of maximising wellbeing and the sports strategy aims of developing young people, performance and excellence and active participation throughout life. Cllrs Baulk, Leversha, Kimber, Devereux and Neal support this application. |

Hampshire Amateur Swimming Association |

This partnership funding is to support the Hampshire Youth Potential Squad, a group of 24 identified young swimmers in Hampshire who are demonstrating the potential to swim competitively at the highest level. A gap has been identified immediately below the level of elite swimmers catered for within World Class programmes, hence this provision is necessary to prepare swimmers for the intensive demands of the World Class Programmes they should move into in the future. The grant will be used to offer swimmers 3 training camps, 4 specialised swim clinics, ongoing physiotherapy and nutritional support and mentoring opportunities for club coaches on how to coach elite swimmers. This is an integral part of the Amateur Swimming Association's Long Term Athlete Development Plan. This project supports the corporate priority of maximising wellbeing and the sports strategy aims of developing young people, performance and excellence and active participation throughout life. As this is a county wide organisation, no additional consultation has taken place with County Council members. |

This award represents Hampshire County Council's partnership funding towards the provision of a County Sports Partnership in Hampshire and the Isle of Wight until 31 March 2009. The Partnership will be responsible for the achievement of its vision for Hampshire to become more active through participation in sport and physical activity. Over the five years of the programme, an investment of nearly £5.5 million is anticipated to help achieve this vision from a wide range of partners including the sports lottery, the regional sports board, local authorities, governing bodies of sport, government, health, sponsors etc. This project supports the corporate priorities and the sports strategy aims of developing young people, performance and excellence and active participation throughout life.
