1. Summary

The following decision is sought:

That authority be given to the Director of Adult Services to negotiate a single tender for the continued provision of a Welcome Home Service for Older People in Havant/Petersfield and Fareham/Gosport.

2. Reasons

2.1 The proposal represents the most economically viable arrangement for the County Council and will provide a key service within the reimbursement and performance improvement strategy in relation to delayed discharges. Social care commissioning is fundamental to achieving the Corporate Strategy aim of "Maximising Wellbeing" by ensuring that older people being discharged from hospital have access to re-ablement services that will maximise their independence and enhance their quality of life.

3. Other Options Considered and Rejected

    3.1 Tendering not considered appropriate as it would risk the excellent performance of this service which is key to the Department's Improvement Programme in relation to the D41 PAF indicator (Delayed Discharges per 100,000 of people over the age of 65).

    3.2 The Home Care Service is unable to absorb this capacity at this point in its transitional programme to a re-ablement service for older people with more complex needs.
