Major Projects Status Report

Report of the Director of Property, Business and Regulatory Services

 

1. Summary

1.1 This report seeks approval to the addition of funding to major capital projects, at pre contract stage, following the approval of the design project appraisal by the Executive Members for Education and Policy and Resources.

1.2 Appendix 2 shows those capital projects for which an allocation has been made in the Children's Services Capital Programme and where the Director of Property, Business and Regulatory Services is either, or will shortly be, progressing feasibility work for these projects.

1.3 The schemes within this report generally reflect the priorities in the Corporate Strategy by providing excellent school facilities which enhance the quality of place, providing safer and more accessible facilities and maximising well-being, thus benefiting all users of the premises.

2. Recommendations

2.1 That the additional works and funding for schemes at Costello Technology College; Everest Community College; Hamble Community College and West Tytherley C of E Primary School be approved.

3. Completed Schemes

3.1 Since the December 2006 meeting of the Executive Member for Education, schemes at the following schools have been completed and the new accommodation handed over to the Children's Services Department. These schemes remain financially on target:

4. Additional Works and Funding Added Post Contract

4.1 The following schemes have had further funding added to the contract for specific additional works.

4.2 Costello Technology College, Basingstoke

      The scheme to provide a replacement maths and technology block at Costello Technology College has recently completed. Additional funding of £3,729 was provided by the college to install CCTV.

4.3 Hamble Community College

      The scheme to provide floodlit tennis courts, courtyard improvements and flood relief works was approved by the Executive Member for Education on 25 May 2006. The funding for the courtyard improvements has now been agreed and a contract formed with Scandor at £68,000 excluding fees made up by:

      £45,000 school devolved capital

      £4,000 NDS residual funding

      £19,000 P&R external works 06/07

4.4 John Hunt of Everest Community School, Basingstoke

      The scheme to provide a new school and youth facility is due to complete at the end of May 2007. The school has made an additional contribution of £16,000 for extra ICT requirements and additional hair dryers and associated infrastructure. The scheme has also received an additional contribution of £1,700 from P&R External works 06/07 for the construction of concrete foundations that will receive artworks. Additional funding of £13, 063 has been received from Hampshire County Council's Youth Services for: artwork and linoleum for the Cyber Café; dance and drama mirrors; revisions to the Cyber Café lighting dimming and for additional British Thornton shelves and coat hooks.

4.5 West Tytherley C of E Primary School

      The scheme for a classroom extension to replace temporary accommodation is due to complete in April 2007. The school has made an additional contribution of £6,682 to resurface the playground.

5.0 Additional Works and Funding added at Pre Contract Stage

5.1 Appendix 1 and 2 provides detailed information for all current capital projects at their varying stages. Included are those at pre contract stage, where additional funding has been added since the approval of the design project appraisal by the Executive Members' for Education and Policy and Resources.

5.2 Additional funding has come from various sources including increased Children's Services Capital Programme allocations, and inflation and tolerance adjustments; additional school funding for specific additional requested works, and Policy and Resources budgets for additional Landlord maintenance items which can easily be included within the overall scheme.

6.0 Current Position

6.1 This section gives the summarised position of the major projects, which have already been approved by the Executive Members for Policy and Resources and Education. Those schemes with works on site are reported as being financially on target unless otherwise indicated elsewhere in this report.

6.2 Curdridge Primary School

      The scheme to provide a two classroom, special needs room and library extension was approved at the Executive Member for Policy and Resources on 6 April 2006. The scheme was due to complete in March but due to adverse weather, it is anticipated that the scheme will now complete at the end of the Easter holidays in mid April 2007.

6.3 Everest Community College, Basingstoke

      The scheme to provide a new school and youth facility started on site in 2005 and was due to complete during April 2007. The framework contractor is currently reporting that the construction will complete some five and a half weeks later than planned due to adverse weather and issues associated with the performance of some key sub contractors. A time contingency is built into the master programme and the rescheduled completion date can be absorbed before the school relocates at the end of the summer term. The opening of the school in September 2007 remains on target.

6.4 Fernhill School and Language College, Farnborough

      A report to provide improvements to the CDT facilities at this school was approved at the Executive Member for Education on 14 December 2006. The scheme was due to start on site in April 2007 but is delayed as the school will not be able to vacate the rooms until the end of May at the earliest.

6.5 Hamble Community College

    The scheme to provide floodlit tennis courts, courtyard improvements and flood relief works was approved by the Executive Member for Education on 25 May 2006. There is a delay to Phase II (Courtyard Improvements) of these works following receipt of tenders in excess of the budget available necessitating a value engineering exercise and agreement of a Schedule of Modifications with the contractor. In addition, certain materials had long lead in times on delivery which required the start date to be rescheduled and additional costs avoided. Phase II commenced on site in March and it is anticipated that it will complete during April 2007.

6.6 Hollywater School, Bordon

      The scheme to provide a new school was approved by the Executive member for Policy and Resources on 11 November 2004. The scheme was due to complete in December 2006, but due to the poor performance of the contractor in recent weeks, it is now anticipated that the scheme will complete next month.

6.7 West Tytherley C of E Primary School

      The scheme to provide a classroom extension to replace temporary accommodation started on site in April 2006 and was due to complete during March 2007. Due to earlier delays in phase I having an ongoing impact on phases II and III as well as unforeseen difficulties revealed when opening up the existing building, the scheme is now due to complete during April 2007.

6.8 Wildern School

      The scheme to a new learning centre was approved by the Executive Member for Policy and Resources on 31 January 2006. The scheme was due to complete in February but has experienced some delays and is now anticipated to complete by the end of March 2007.
