Summary |

1.1 |
Staunton Community Sports College is located on the northeast edge of Leigh Park, a residential community in the north of Havant. The school capacity is 900 and there are currently 571 pupils (11-16 years) in attendance. The site abuts Staunton Country Park to the north. The school has been a community campus for over 20 years and offers an extensive and successful community programme. |

It is now proposed to carry out significant enhancements to the existing sports hall, adjacent changing rooms and corridor area as the current accommodation is in relatively poor condition and is in need of repair, refurbishment and improvement. The total estimated cost of the proposed works is £634,000, excluding fees. |

The proposed works will maximise wellbeing and enhance the quality of place for all users of the community sports hall, by providing improved facilities. |
1.4 |
The Director of Property, Business and Regulatory Services has progressed the design of the refurbishment and the purpose of this report is to outline the proposals and seek approval to the scheme. |

Recommendation |
2.1 |
That the Executive Member for Education advises the Executive Member for Policy and Resources that the scheme to refurbish the existing sports hall and changing rooms at Staunton Community Sports College, at an estimated cost of £634,000, excluding fees, is approved. |

Scope of the Works |

3.1 |
It is proposed to carry out the works in three phases: |

3.1.1 |
Phase 1 It will be necessary to install four fully-serviced temporary changing units to provide changing and toilet facilities for sports activities during the works to the sports hall and changing rooms. The temporary units will be located to the east of the existing changing rooms, between the drama hall and community block. |
3.1.2 |
Phase 2 The second phase consists of the main refurbishment works to the sports hall and changing areas. |
3.1.3 |
It is proposed to provide new high-level double-glazed windows, complete with remote opening mechanism and new internal sills. The internal and external doors will be upgraded to meet current Fire and Safety Regulation requirements. |
3.1.4 |
The existing flooring within the sports hall is to be replaced with a specialist sports floor covering, complete with skirtings and sports line markings. |
3.1.5 |
Engineering works will include the replacement of existing high-level light fittings and electrical wiring. Removal of existing fan convector heaters and replacement with new will also be carried out. Partial redecoration of internal wall surfaces will complete the works to the sports hall. |
3.1.6 |
Works to the existing changing rooms include a complete strip-out of all existing fittings, fixtures, finishes and doors, together with mechanical and electrical services and installations. An opening will be formed in the external wall and a new double fire exit door installed. A new floor with skirtings will be fitted, plus a new suspended ceiling. |
3.1.7 |
Accessible toilet facilities will be provided within the male and female pool changing areas, together with new sanitary ware with associated supply and waste pipework. New mechanical and electrical services and fittings will be installed throughout the changing areas, along with new internal doors and ironmongery. Redecoration to walls, ceilings, doors and joinery surfaces will complete the works to the changing rooms. |
3.1.8 |
Phase 3 This phase consists of the removal of the temporary changing facilities, including disconnection of all services and reinstatement of all disturbed works, finishes and services. |

4 |
Funding and Timing |
|
|
4.1 |
It is proposed to negotiate the works through a framework contractor, Balfour Beatty, who are currently working on two other construction projects in the area. This approach will achieve economies of scale and provide value for money. Subject to the necessary approvals it is anticipated that work will commence on site during May 2007 and be completed during October 2007. |

The proposed scheme will provide refurbished and upgraded facilities within the community sports hall and changing rooms and will benefit all users. |
