1 Introductory
1.1 This report shows details of grant requests which have been received from young people in Hampshire undertaking personal development projects.
2 Recommendations:
2.1 That Hampshire County Scout Council, Hampshire Girlguiding East, Hampshire Girlguiding West and Hampshire Girlguiding North be awarded an annual payment to consider these grant applications detailed below and all requests in the future.
2.2 That a grant not be awarded to Thomas Peachey from Worting towards his medical project in Syria/Jordan.
2.3 That in future grant requests will not be considered from students undertaking electives.
3 Details of Requests
3.1 Several grant requests have been received from young people taking part in various guide/scout jamborees and one other who is undertaking a medical elective. Applicants' details are shown below:-
· Denmark Life `07 Guide Jamboree
Elizabeth Durbin (15) from Horndean has been selected to take part in the Denmark Life '07 Jamboree being held between 27 July and 9 August at a cost of £800. The camp will focus on nature and back-to basics camping and give the guides the opportunity to network, socialise and work with their counterparts from all over the world. In 2002, Elizabeth's sister, Katherine, received a £150 grant towards an international guide camp in Australia.
· Visit to "Our Cabana" Guides and Scouts Centre in Mexico
Several guides from Hampshire have been invited to visit "Our Cabana", the World Association of Guides and Scouts Centre in Cuernavaca, Mexico between 1-16 August. The first week will be spent at the Centre learning about different guide cultures from around the world and include working on a community project. The second week will be spent in Mexico City learning about their culture. The total cost for each participant is £1,470. So far funding requests have been received from Katie Reynolds (15) and Fiona Auld (16) from Fleet and Ginni Marsh (15) from Old Basing.
· Guide Visit to New Zealand
Felicity Smith (15) from Curdridge has been selected to represent South West Region of Girlguiding UK on a guide tour of New Zealand between 22 July and 6 August. The eleven-day tour will involve visiting museums, Maori centres and the Kauri Tree Reserve. It will also include two days in Hong Kong visiting temples and learning about different cultures.
· Guide Visit to Vancouver
Bethany Thomas (15) from Yateley has been chosen to represent South West Region of Girlguiding UK on an international camp in Vancouver Island. The Camp is to take place between 17 July and 1 August where guides will be given the opportunity to learn about different cultures from around the world and develop their social skills. Each participant is being asked to raise £1,600.
· Comparing Urban and Rural Health Care Provision in Syria and Jordan: Difficulties and Possible Solutions Project
· Thomas (21) from Worting in Basingstoke is in his final year of a Physiology degree at the University of Oxford. In September he is to study Medicine at the University but before then Thomas wants to take part in a project "Comparing Urban and Rural Health Care Provision in Syria and Jordan: Difficulties and Possible Solutions". The rural health care provision in both these countries will be examined and a subsequent report written. Sylvia Bergh from the Department of International Development at Oxford University will be acting as supervisor for the project. Costs are estimated at £1,400 and the University has promised £100 towards this.
4 Funding received from Children's Services Department
4.1 The County Council's Children's Services currently awards Hampshire County Scout Council (HCSC) and each of the Hampshire Girlguiding Divisions (East, North and West) an annual grant which is applied for on an yearly basis.
4.2 For 2007/08, it is proposing to award £5,000 to HCSC towards its administration costs, £1,500 to Girlguiding East to support events, training and resources and £3,000 to Girlguiding North towards its activities. The West Division has not applied for funding in the current year.
5 Conclusion
5.1 In view of the number of current grant requests being received for scout and guide jamborees, it is proposed to award Hampshire County Scout Council, Hampshire Girlguiding East, Hampshire Girlguiding West and Hampshire Girlguiding North an annual payment to consider these grant applications in the future.
5.2 In view of the increasing number of requests being received from young people in Hampshire for medical electives, it is proposed not to award a grant to Thomas Peachey. It is also recommended that in future grant requests will not be considered from students undertaking electives.
