1 Summary
1.1 The following decisions are sought:
1. That the new arrangements of the Hampshire Talented Athlete Programme (HTAP) as outlined in paragraph 5 and combining the junior and senior sports bursary schemes, currently administered by Children's Services and Recreation and Heritage Departments, be approved.
2. That a sum of £15,000 per annum funded from the Policy and Resources grants fund be identified to support the development of the Hampshire Talented Athlete Programme.
3. That the inclusion of the unitary authorities is approved subject to suitable funding contributions being identified by them.
4. That the reporting and approval mechanism for the Hampshire Talented Athlete Programme be approved. Further that the update on the Hampshire Olympic Fund be noted.
2 Reason
2.1 In response to research undertaken by Roehampton Institute with talented athletes, the Hampshire Talented Athlete Programme will bring together existing best practice and new developments to support Hampshire's most talented athletes in the lead up to London 2012.
Through a joint approach across Hampshire County Council, these changes will facilitate value for money savings in relation to administration costs, officer time and additional funding from sponsorship. In addition, in accordance with the Constitution of Hampshire County Council, it will "aid the more effective discharge of Executive business".
This decision supports the following Hampshire County Council priorities:
· Maximising well being.
· Making Hampshire safer and more secure for all.
· Enhancing our quality of place.
