Summary

1.1

The following decision is sought:

That approval be given for the areas of former highway in Queensmead and its immediate vicinity necessary for the redevelopment of the Queensmead/Kingsmead shopping centre and that the Director of Property Business and Regulatory Services (Head of Estates) be authorised to settle detailed terms and conditions.

Reason

2.1

The release of the land will enable the redevelopment of Farnborough Town Centre which will enhance the quality of place

Other options considered and rejected

3.1

Re-negotiation of terms. On balance, this was rejected owing to the additional uncertainty involved and the risk to the delivery of the town centre development.

6.1

Rushmoor Borough Council had requested that the contracts be entered into by 31 March 2007 in order to comply with legal agreements entered into with anchor tenant.

6.2

This is the first Decision Day since Rushmoor Borough Council has confirmed the need and extent of the County Council's land required in order for the proposed town centre redevelopment scheme to proceed.
