An alternative disposal strategy might have been to sell unconditionally or on the basis of financial submissions only. However, the preferred option was to market the site on the basis of a design offer because this provides the most appropriate method of achieving the wider design aspirations for this site and supports the design-led approach taken on Merton Rise. This method was considered necessary in order to contribute to the regeneration of the wider Popley area which has been a key objective of the Area Action Plan for North Basingstoke.
