The following decisions is sought:

Reasons

2.1

The development strategy will contribute to the corporate strategy aims of:

Hampshire safer and more secure for all by the selection of a scheme providing planned access routes and surveillance of key areas;

·

Maximising wellbeing through assisting with the delivery of a replacement school providing modern and appropriate facilities for school and community use; and

·

Enhancing our quality of place with the delivery of new housing with a high quality of design.

Other options considered and rejected

3.1

An alternative disposal strategy might have been to sell unconditionally or on the basis of financial submissions only. However, the preferred option was to market the site on the basis of a design offer because this provides the most appropriate method of achieving the wider design aspirations for this site and supports the design-led approach taken on Merton Rise. This method was considered necessary in order to contribute to the regeneration of the wider Popley area which has been a key objective of the Area Action Plan for North Basingstoke.
