      1. Summary:

      1.1 That the following decision is sought:

        That approval be given to the design project appraisal for the Hampshire Integrated Community Equipment Service proposed new premises in Basingstoke at an estimated cost of £401,000, excluding fees.

      2. Reason

      2.1 The adaptations to this building will allow for effective administration, storage and decontamination (cleaning service) to ensure timely provision of equipment to disabled, frail and elderly citizens, recycling and re-issuing most of the equipment. The service supports all three of the corporate priorities; Hampshire safer and more secure for all, Maximising well-being and Enhancing our quality of place.

      3. Other Options considered and rejected:

      3.1 The need for the facilities provided by this scheme has been identified as a priority and the works set out in the design project appraisal are considered to be the most appropriate and cost-effective way of meeting that need.

    Summary

    1.1

    This report seeks approval for the internal alterations to the proposed alternative premises required for the Hampshire Integrated Community Equipment Service.

    Terms for the grant of a lease to Hampshire County Council in respect of the new premises in Basingstoke have been agreed in accordance with Policy and Resources Executive Member approval on 31 January 2006. The lease is due to be finalised shortly.

    The service supports all three of the corporate priorities; Hampshire safer and secure for all, Maximising well-being and Enhancing our quality of place.

    1.2

    Property Services have undertaken a pre-acquisition survey of the premises and have prepared budget estimates for alterations based on service requirements. The purpose of this report is to outline the proposals and seek approval to the works.

    Recommendation

    That approval be given to the design project appraisal for the Hampshire Integrated Community Equipment Service proposed new premises at an estimated cost of 401,000 excluding fees as detailed in the attached report.

    Scope of the Works

    3.1

    The works comprise the internal development of the offices and warehouse, including a mezzanine floor to maximise the storage area, together with a decontamination area.

    4

    Funding and Timing

    4.1

    Subject to the necessary approvals it is anticipated that tenders will be invited during July and work will commence on site during October and be completed February 2008.

    4.2

    The cost of the proposed works excluding fees is estimated to be £401,000.

    5.1

    Councillor Brian Gurden the local Member for this area, has been consulted and has confirmed his full support for the scheme.

    Conclusion

    The proposed scheme will provide a specialist adapted building to meet the current needs for the Hampshire Integrated Community Equipment Service, in the most cost effective way.

      The estimated annual energy consumption for the accommodation will be in the order of £4000 per annum.

      2 Details of site and existing infrastructure

        Location/adjoining land and buildings

        The premises are on the Lister Road Industrial Estate which is located to the south west of Basingstoke

        Area including comparison with local/national standards

        There are no national standards for this type of development. The decontamination area will comply with infection control requirements.

        Access

        Pedestrian and Vehicle access is from Lister Road. The industrial estate is adjacent to the town ring road. The M3 motorway (junction 7) is within 2.5 miles

        Existing buildings and temporary buildings

        The existing buildings at Gastons Wood Basingstoke no longer meets the requirements of the service.

        There are no temporary buildings associated with this scheme.

      4 The Proposed Building

        Type of construction, finish and appearance

        The proposed building comprises a detached steel frame industrial/warehouse unit with ancillary office accommodation, constructed of steel portal frame and comprising part brick and part profile steel clad elevations. Externally, the unit has the benefit of two loading doors and a self contained yard area.

        Impact Assessment

        An assessment of the Race Relations (Amendment) Act has been undertaken in the development of this proposal. No adverse impact has been identified in terms of race, creed or gender.

        Heating and ventilation systems

        The building is heated by a combination of radiators and warm air mechanical air systems to the warehouse. Mechanical ventilation is to be provided as required.

        Fire risk assessment

        Consultations are to take place with the Property Services Fire Risk Panel

        Health and safety

        A design risk assessment will be undertaken during the design phase and a Construction Phase Health and Safety Plan would be prepared for the scheme upon appointment of a Principal Contractor.

      5 External Works

        Car parking - there are 23 places available which are to be retained

        Landscape proposals - the current green spaces are to remain.

      6 Planning

        No planning consent is required as all alterations are internal, but landlord consent is required and imminent.

      7 Building management

        Existing arrangements will apply to cleaning, local management and maintenance arrangements.

      8 Furniture and equipment

        Existing furniture and equipment will be re-used wherever possible. Any new equipment will be procured through the approved channels from existing service budgets. Negotiations with the outgoing tenant have resulted in existing partitioning and storage racking to be left in the building for the County Council's use, thereby reducing the cost of fit-out works and ensuring that the County Council's sustainability objectives are achieved.
