GOVERNANCE OF PRUS

Membership

· 7 - 20 committee members - sponsor members are not included when determining the size of the committee

Categories

· Parent (at least 1 but not more than 1/5) - cannot be an elected member of the LA or paid to work at the unit for than 500 hours in any consecutive 12 month period. If parent vacancies cannot be filled by election then parent members must by appointed from:

a) a parent of a registered pupil at the unit;

b) a parent of a former registered pupil at the unit;

c) a parent of a pupil registered at another unit, or at a maintained school in the area of the authority;

d) a parent of a child (under or of) compulsory school age; or

e) any parent.

A person in sub-paragraph (b), (c), (d) or (e) may only be appointed if it is not reasonably practicable to appoint someone referred to in the sub-paragraph which immediately precedes it. This does therefore provide the capacity to fill parent vacancies with people who do not have children at the unit.

· Staff (at least 1 but not more than 1/3 - Teacher in Charge is an ex-officio member and counts as a member of the staff category) - if there are 2 staff posts one must be reserved for a school teacher in addition to the Teacher in Charge unless no school teacher stands for election. If there are 3 posts one must be reserved for a school teacher unless no school teacher stands for election and one must be reserved for a member of the non-teaching staff unless no non-teaching member of staff stands for election. Staff members have to stand down from office when they leave the unit.

· LA (at least 1 but not more than 1/3) - cannot be eligible to be a staff committee member.

· Community (at least 1 more than all others categories) - cannot be eligible to be a staff committee member. The person must either live or work in the community served by the unit or someone who is committed to the good government and success of the unit.

· Sponsor (1 or 2) - not counted in the size of the membership. Sponsor in this context means:

_ a person who gives or has given substantial financial assistance (which for these purposes includes benefits in kind) to the unit other than pursuant to a statutory obligation; or

_ any other person (not being otherwise represented on the management committee) who provides or has provided substantial services to the school.

Once the Management Committee has been established by the LA it will be responsible for making all further appointments to fill appointed parent, community and sponsor member vacancies.

Terms of Office

· Not less than 1 year to 4 years

· Vice Chair (not members paid to work at the school)

· Clerk (not a member or the Teacher in Charge)
