    Summary

    1.1

    Bridgemary Community Sports College is a school for pupils aged 11-16 years, with 1,063 pupils currently on roll. The school capacity is 1,200. The school is located at Wych Lane, in a residential area of Gosport, and originally dates from the late 1950s. The campus is a mix of traditional and system-built buildings and several additions have been made over the years, the most recent being an exercise space which was completed during January 2007.

    1.2

    The school has significant community use and has requested a purpose-built suite with separate access, primarily for community use. It is therefore proposed to provide a building with an adjacent courtyard, accessed from the public footpath which crosses the site.

    1.3

    The provision of a community suite will maximise wellbeing and enhance the quality of place for all users.

    1.4

    The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

    Recommendation

    2.1

    That the Executive Member for Education approves the design project appraisal for the scheme at Bridgemary Community Sports College, Gosport, at an estimated cost of £290,000, excluding fees.

    3

    Scope of the Works

    3.1

    The proposed new building will be located adjacent to the existing sports/drama block, with a secure courtyard formed by the addition of a connecting wall and railings to the southwest. The building is screened from the eastern site boundary by the existing sports hall and drama block and will be accessed via a gate to the courtyard from the footpath to the south.

    3.2

    The new accommodation includes a community room, coffee bar, toilets and storage areas and a separate lobby forming a new entrance which is accessed from the existing parking area to the south.

    3.3

    The extension will be of traditional brick cavity construction with a high-performance roof and aluminium doors and windows, all to complement existing buildings. Horizontal shading to the west will provide protection from solar gain.

    3.4

    No changes are proposed to the school pedestrian or vehicular accesses. There is currently sufficient car parking on site, with 25 allocated accessible spaces near the proposed new building and no additional spaces are therefore proposed.

    3.5

    Following a major improvement project to the main central courtyard of the school which was carried out in 2002, landscaping works will consist of minor upgrading immediately adjacent the community extension, including some tree planting.

    4

    Funding and Timing

    4.1

    The funding for the proposed extension is to be fully met by the School, at an estimated total cost of £290,000, excluding fees.

    4.2

    Subject to the necessary approvals it is anticipated that the scheme will be negotiated with a preferred contractor and work will commence on site during July 2007 and be completed during January 2008.

    5.1

    Councillor Dennis Wright, the local Member for this area, has been consulted on the design project appraisal and he has confirmed that he is supportive of the scheme.

    Conclusion

    The proposed scheme will provide a purpose-built community suite in an area of Gosport that has a high community-use requirement.

Value of land already acquired for this project

      The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

      The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.

      Energy costs

      The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £614 per annum (£5.80 for each m² of new accommodation). The additional CO² consumption will be 3.7 tonnes per year.

      2 Details of site and existing infrastructure

        Location/adjoining land and buildings

        The proposed extension will be located to the west of the existing drama space and will be screened from nearby housing on the eastern elevation by the existing sports hall building.

        Area including comparison with local/national standards

        The total site area is 28.417 acres (11.5 hectares). The DfES guideline for a school of this size is 19.768 acres (8.0 hectares).

        Access

        No changes are proposed to the existing pedestrian/vehicular access. The proposed building is ideally located for ease of access from both car parking and pedestrian routes, and six cycle points will be provided. For the duration of the works, the contractor will access the site from the southern parking area, where the compound will be located.

        Existing buildings and temporary buildings

        The main school building dates from 1959 and there is a mix of traditional and system-built buildings on the campus. Several additions have been made over the years, the most recent being an exercise space which was completed during January 2007. There are no temporary buildings on the site, and none are required for this scheme.

        Results of trial boreholes

        Previous site investigations have shown that the use of traditional foundations is appropriate.

        Mains services position

        The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.

      3 Scope of the Project

        Type of project, layout and facilities provided

        This scheme will provide an independent, multi-use space, which is attached to the existing school sports hall/drama block. It will have a secure courtyard formed by the addition of a connecting wall and railings. The following accommodation is provided:

        This scheme does not provide any additional school places.

      4 The Proposed Building

        Type of construction, finish and appearance

        The proposed building will be of traditional brick and block construction, with cedar boarding at high level. The roof design and materials will complement the recently constructed exercise space to the north. The windows will be of polyester powder-coated aluminium.

        Impact assessment

        Assessment of the Race Relations (Amendment) Act has been considered in the development of this proposal. No adverse impact has been identified in terms of race, creed or gender.

        Heating and ventilation systems

        The existing heating system will be extended to supply local fan convectors in the new building. Ventilation will be natural in the main space, with extract fans to the toilets and coffee bar.

        Fire risk assessment

        In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.

        Health and safety

        A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme

      5 External Works

        Car parking

        No additional car parking spaces are to be provided as part of the scheme.

        Landscape proposals

        Following a major upgrade to the main central courtyard of the school in 2002, landscaping works associated with the proposed scheme will include minor upgrading immediately adjacent to the new building and some tree planting.

        Situation on site and environmental impact

        The proposed building is located in an existing courtyard that was formed in 1984 and is shielded from nearby housing by the existing drama block. There are no ecological issues.

      6 Planning

        A detailed planning application was submitted during March 2007.

      7 Building management

        Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.

      8 Furniture and equipment

        There will be no allocation towards furniture and equipment.
