Summary | |
1.1 |
Lee-on-Solent Junior School is located in a residential area at Salisbury Terrace, Lee-on-Solent. The school has a capacity of 360 pupils, however the current teaching accommodation is not sufficient to provide the full range of specialist spaces. There are currently 350 pupils attending the school, but it is anticipated that new housing developments in the area will mean an increase in pupil numbers in the near future. It is therefore proposed to extend the school to provide a new music/drama space, which will free up the existing music/drama room to become a general classroom. | |

The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal. | |

Recommendation | |
2.1 |
That the Executive Member for Education approves the design project appraisal for an extension to provide Music and Drama accommodation at Lee-on-Solent Junior School, at a total estimated cost of £231,000, excluding fees. | |

Scope of the Works | |
3.1 |
The proposed new music/drama space will be created by infilling a courtyard area to the north of the main school, between the existing hall and the rear classroom block. | |
3.2 |
The new room will be able to be used flexibly as an extension to the existing hall and with the provision of a sliding/folding acoustic partition also allows the area to be used as a separate music/drama space. The rooms will incorporate a music store, and a lobby leading to a link corridor. | |
3.3 |
The existing music room, which is located in the northwest of the school building, will be used as an additional classroom space on completion of this scheme. | |
3.4 |
The site of the proposed extension is currently used for bicycle storage. The school is intending to relocate this provision elsewhere on the site prior to commencement of the building works. | |

Funding and Timing | |
4.1 |
An allocation of £215,000, excluding fees, has been made in the Children's Services Capital Programme 2007/08. The School is making a contribution of £16,000 from their devolved capital allocation. | |

Subject to the necessary approvals it is anticipated that tenders will be invited during May 2007, work will commence on site during July 2007 and be completed during December 2007. | |

Councillor Margaret Snaith, the local Member for this area, has been consulted on the proposals and she has confirmed that she fully supports the scheme. | |

Value of land already acquired for this project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

* The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.
Energy costs
The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £574 per year, (£5.80 for each m² of new accommodation). The additional CO² consumption will be 3.5 tonnes per year.
2 Details of site and existing infrastructure
Location/adjoining land and buildings
The Junior School is located within a residential area of Lee-on-Solent on a shared site with Lee-on-Solent Infant School. The site is surrounded by housing on all boundaries, with the community recreation ground lying to the northwest. The Infant School lies to the north of the shared site, the Junior School to the south.
Area including comparison with local/national standards
The total site area is 4.909 acres (1.98 hectares). The DfES guideline for a school of this size is 3.706 acres (1.5 hectares).
Access
The main pedestrian access to the site is from Salisbury Terrace, the vehicular access from Hollybank. For the duration of the works, the contractor will access the site from Hollybank. Once within the school boundaries, pupils and staff will be clearly separated from construction traffic and activities. Deliveries and movement of plant will be controlled during the school day to ensure the safety of all those involved.
Existing buildings and temporary buildings
The original school building is of Edwardian construction and several extensions have been made over recent years. There are no temporary classrooms on the site and none are required for this scheme.
Results of trial boreholes
A previous site investigation found ground conditions comprising fill and topsoil overlying sands and gravels. Traditional trench fill foundations are therefore proposed to a depth of about 900mm below ground level, with reinforced ground slab floor.
Mains services position
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
3 Scope of the Project
Type of project, layout and facilities provided
The proposed extension will provide an additional purpose-built space
with the following accommodation:
· music/drama space
· store room
· lobby
Places provided
This scheme provides no additional pupil places.
4 The Proposed Building
Type of construction, finish and appearance
The building will be of steel frame construction with brick facing to the front facade and cladding to the east and south elevations. Windows and doors will be of powder-coated aluminium. An external canopy to the front of the music/drama room will provide shelter to the doorway.
Impact assessment
Assessment of the Race Relations (Amendment) Act has been considered in the development of this proposal. No adverse impact has been identified in terms of race, creed or gender.
Heating and ventilation systems
The existing heating system will be extended to serve the proposed new accommodation, with a mix of mechanical and natural ventilation.
Fire risk assessment
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment
concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.
Health and safety
A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme
5 External Works
Car parking
The contractor's compound will be located adjacent the existing car park. It is proposed that this area will be permanently surfaced on completion of the scheme to provide further parking spaces for the school.
Landscape proposals
A new ramped area is to be provided to the north of the new music/drama classroom to improve accessibility in this location and a new planting bed will be located adjacent the ramped area.
Situation on site and environmental impact
The proposed new classroom space will be located in a courtyard area to the north side of the main school, between the existing hall and rear classroom block, and will have minimal visual impact.
6 Planning
A detailed planning application was submitted during April 2007.
7 Building management
Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.
8 Furniture and equipment
An allocation from the block vote for furniture and equipment will be made towards the end of the scheme.
