HAMPSHIRE TALENTED ATHLETE PROGRAMME AND OLYMPIC FUND

1. On 5 April 2007 the Executive Member for Policy and Resources approved the Hampshire Talented Athlete Scheme which is an innovative scheme, the first of its kind in the country, designed to provide Hampshire's most talented athletes much needed access to a wealth of support. The enhanced arrangements came about by combining the junior and senior sports bursary schemes, currently administered by the Children's Services and Recreation and Heritage Departments. In addition, a sum of £15,000 per annum, funded from the Policy and Resources grants fund, has been earmarked to support the development of the scheme.

2. The scheme gives applicants the flexibility to select support packages best suited to their circumstances including: grants of up to £550 free peak access to training facilities, discounted 4SM Fast track physiotherapy, sport science conference, free or reduced public transport and an education based mentoring scheme.

3. This scheme is devised to reduce the financial burden on talented sportsmen and women and to provide supplementary support to help them to reach their full potential. The County Council is fully committed to supporting sporting talent and is driving forward this scheme in partnership with Sport Hampshire and Isle of Wight.

4. The County Council and the unitary authorities intend to work in partnership to develop the scheme with the unitary authorities making appropriate financial contributions. This agreement has several key benefits, including: single bursary scheme for all residents of Hampshire, consistent awards, increased profile, increased marketing and sponsorship opportunity, and Gershon savings on administration and management. To reflect the partnership approach, Southampton and Portsmouth City Council's are also sponsoring athletes from their respective areas up to their cash limits.

5. These proposals are expected to improve the chances for Hampshire's young people to achieve their full potential in support of the County Council's corporate priorities. The proposals also contribute to the outcomes for children as specified in the Children's Act 2004; being healthy, staying safe, enjoying and achieving, making a positive contribution and economic well being.
