1. Summary

1.1 This report proposes details of the Integrated Transport Capital Programme sub-programmes for 2007/08 for Pedestrian Crossings, Minor Works, Traffic Management Minor Schemes, Local Transport Plan (LTP) Monitoring and Initiatives, Community Transport, Rail Stations and Interchanges, and Access Partnerships.

1.2 These programmes will help to enhance safety and improve conditions for road users and local communities by the implementation of measures designed to assist pedestrians and help to give better control of traffic and parking.

2. Recommendation

2.1 That the 2007/08 Integrated Transport Capital Programme sub-programmes, set out below and in Appendices 1, 2 and 3 of the report (attached), be approved:

      (i) Pedestrian Crossings - £140,000 Local Transport Plan and £50,00 Externally Funded (Appendix 1);

      (ii) Minor Works - £180,000 (Appendix 2);

      (iii) Traffic Management Minor Schemes - £420,000 (Appendix 3);

      (iv) Local Transport Plan Monitoring and Initiatives - £30,000 (Section 6)

          Air Quality monitoring equipment in Fareham;

      (v) Community Transport - £250,000 (Section 7)

          Six new vehicle purchases in New Forest £180,000;

          Two new vehicle purchases in Test Valley £60,000;

        Wheels to work extension in East Hampshire £10,000;

      (vi) Rail Stations and Interchanges £75,000 (Section 8)

          Aldershot £4,000;

          Andover £2,500;

          Farnborough £40,000;

          Havant £28,500; and

      (vii) Access Partnerships - £100,000 (Section 9)

          Accessibility Pilot in Whitehill, Bordon, Linford;

          Access to healthcare in New Forest;

              Access to rural post offices in Basingstoke and Deane.

3. Pedestrian Crossings Programme (£140,000 LTP and £50,000 EF)

3.1 The proposed pedestrian crossings programme is set out in Appendix 1. Where available and practical to do so, developer funding has been utilised to augment LTP funds.

3.2 The crossing proposals recommended for inclusion in the 2007/08 programme are justified in accordance with the normal criteria, and feasibility work has been undertaken.

3.3 At Reading Road South, Fleet the scheme includes two crossings:

      (i) a Puffin near the junction with Velmead Road, where traffic and site conditions justify the provision of signals; and

      (ii) a Zebra close to the Aldershot Road roundabout, where site constraints preclude signals but traffic speeds are lower and it is considered that a Zebra crossing would operate satisfactorily.

3.4 On the A337, West of Old Milton Green Road, New Milton, New Forest District Council has undertaken a feasibility study for a Puffin at a suitable location.

3.5 Further details will be submitted in Project Appraisals in due course.

3.6 Candidate schemes for future programmes which require further work are also listed in Appendix 1.

4. Minor Works Programme (£180,000)

4.1 The Minor Works Programme for each district is set out in Appendix 2. The budget for this programme has been agreed at £180,000. This sum has been divided across the county in order to ensure a balanced spread of minor improvement works across all districts.

4.2 These schemes are traditionally regarded as smaller improvements, such as missing footway links or sightline improvements which cost in the region of £10,000 up to £25,000.

4.3 The demand for schemes of this nature greatly exceeds the funding available and therefore it has been necessary to prioritise. An initial assessment of the schemes was undertaken by officers and supplied to each Hampshire Action Team (HAT) in March and April 2007. The proposed programme contains schemes identified by the HATs as the highest priorities in each district, and are recommended for incorporation into the 2007/08 programme.

5. Traffic Management Minor Schemes (£420,000)

5.1 The 2007/08 Traffic Management Minor Schemes programmes have also been considered by the various HATs. The programme is set out, by district, in Appendix 3.

5.2 These are small projects related to Traffic Regulation Orders (TROs), speed limits and signing/lining which may be undertaken directly by the County Council or by districts under the traffic management agency arrangements.

5.3 Spending across this programme will be monitored during the year and kept within the overall budget of £420,000.

6. LTP Monitoring and Initiatives Programme (£30,000)

6.1 It is proposed that the £30,000 allocated for LTP Monitoring and Initiatives is used to promote the LTP priority objective for air quality by contributing to the provision of monitoring equipment for Gosport Road, Fareham. Any residual funding for the year is also proposed to be used to promote this objective in districts where there are air quality problems associated with transport.

7. Community Transport Programme (£250,000)

7.1 Plans are currently being developed for a number of transport pilots in the New Forest, Test Valley and East Hampshire areas. Each of these rural transport pilots will take a different approach to improving accessibility in and around these areas. The LTP funding is proposed to help pump-prime these pilots and is set out in Appendix 4.

7.2 The New Forest pilot will be a 'hub and spoke' approach, with smaller wheelchair accessible mini-buses feeding into the main commercial trunk routes. To achieve this pilot it is anticipated that six smaller vehicles will be needed. The cost of these would be in the region of £180,000 depending on the vehicle specification.

7.3 The Test Valley pilot aims to work towards accessibility for residents. Two smaller vehicles, to fill gaps in provision, would be required at a total cost of £60,000.

7.4 It is also proposed to support the extension of the successful Wheels to Work scheme into the rural pilot area of East Hampshire by purchasing 10 additional mopeds at a cost of £10,000.

7.5 The County Council has been invited to submit an expression of interest for the Innovation Forum's Transport Project which could result in the Government selecting one or more of these pilots as a rural demonstration project.

8. Rail Stations and Interchanges (£75,000)

8.1 The proposed programme has been jointly developed and prioritised with South West Trains (SWT) and improvements will be jointly funded (though not equally) by the County Council and SWT.

8.2 The programme sets out to provide high quality passenger facilities and improved integration between rail and other modes of transport in order to make rail travel a more attractive alternative to the car.

8.3 Proposals for the 2007/08 programme include:

      (i) Aldershot Rail Station - Addition of closed circuit television (CCTV) coverage and improved cycle parking facilities. County Council contribution of £4,000, SWT £4,000.

      (ii) Andover Rail Station - Addition of CCTV coverage and improved cycle parking facilities. County Council contribution of £2,500, SWT £2,500.

      (iii) Farnborough Main Rail Station - Redesign of the forecourt interchange area to enable better interchange facilities. Improved pedestrian access and safety aspects. The works will be compliant with the Disability Discrimination Act and will specifically include CCTV coverage and improved cycle parking. County Council contribution of £40,000 towards the estimated £170,000 total cost.

      (iv) Havant Rail Station - Redesign of the forecourt area, including improvements to cycle parking and the addition of CCTV coverage to Disability Discrimination Act standards. This investment complements the recently constructed Havant Bus Station in the town centre. County Council contribution of £28,500 towards the estimated £100,000 total cost.

9. Access Partnerships (£100,000)

9.1 The accessibility programme is intended to support four geographical pilots, looking at accessibility issues in Winchester, New Forest, Basingstoke and Whitehill/Bordon areas.

9.2 All the pilots have begun with a programme of research and surveys to identify accessibility problems in the study areas.

9.3 Officers are currently developing measures to deal with identified problems. It is expected that costed proposals for measures, to be funded from this programme, will be produced by summer 2007. Further details will be set out in the associated Project Appraisals in due course.

10. Impact Assessments

10.1 These proposed programmes will benefit all sections of the community, particularly pedestrians and disabled groups.

11. Conclusion

11.1 This report proposes the approval of the sub-programmes in order to progress the schemes identified for delivery as part of the 2007/08 Integrated Transport Capital Programme.
