1. Summary

1.1 That the following recommendations of the Strategic Planning Joint Advisory Panel held on 24 April 2007 regarding the Hampshire County Structure Plan: Policy H4 Monitoring Paper 2007 be approved:

    (i) note the points made by consultees;

    (ii) agree that no reserve sites should be released; and

      (iii) write to all consultees to thank them for their comments, enclosing a copy of this report and appendices and informing them of the decisions made by this Panel.

2. Reason

2.1 This decision will enable the authority to plan proactively for the future and to work with others to ensure adequate housing.

2.2 On 24 April 2007 the Strategic Planning Joint Advisory Panel endorsed without amendment the recommendations in the Panel report (copy attached).

3. Other Options Considered and Rejected

3.1 To release some of the reserve housing provision this year. Policy H4 paper 2007 concluded that there is no case for triggering the release of any of the reserve provision.

5. Dispensation granted by the Standards Committee - None.
