Household Waste Recycling Centres Contract - Contract Specification, Waste Acceptance Policy and Automatic Number Plate Recognition/Closed Circuit Television Tender

1. Summary

1.1 In the reports to the Executive Member for Environment and Cabinet of October 2006 the following were approved as effective methods of trade waste controls:

      - Household Recycling Permit Scheme

      - Automatic Number Plate Recognition

      - Closed Circuit Television (CCTV)

      - height barriers

      along with the creation of a waste acceptance policy and an enhancement to customer service in the contract specification.

1.2 The following decisions are now sought:

        (i) That approval be given to the key elements of the contract specification for the new Household Waste Recycling Centre contract set out in the attached report, including an enhancement to customer service.

    (ii) That approval be given to a new Waste Acceptance Policy (attached), and that the Director of Environment be given delegated authority to make further minor changes to the policy.

        (iii) That approval be given to issue the Invitation to Tender for the Automatic Number Plate Recognition and Closed Circuit Television contracts, to control trade waste at Household Waste Recycling Centres.

2. Reason

2.1 These decisions support the introduction of trade waste controls to enable the majority of trade waste to be removed from the household waste recycling centre network. The cost of the trade waste controls should be recouped in less than two years. The decisions also support improving customer service to householders.

3. Other Options Considered and Rejected

3.1 To continue without effective trade waste controls. The risks of this are considered too great in terms of service provision, cost exposure and legislative requirements to proceed with this option.

3.2 To continue with the existing contract specification. However this would not facilitate improving customer service to householders.

5. Dispensation granted by the Standards Committee - None.
