1. Summary:

1.l That Councillor P. R. Edgar be appointed as the County Council's deputy representative to serve on the North Solent Shoreline Management Plan Elected Members Group

2. Reason

In February 2007, the Executive Member for Environment gave approval to the appointment of Councillor Rice as the County Council's representative on this organisation, which exists to develop partnership working on coastal defence policies for the Solent Shoreline. Councillor Rice attended the first meeting in May and was elected Vice-Chairman of the Members' Group. At that meeting it was also agreed that each authority should also nominate a standing deputy. To have such a deputy in place would ensure continued County Council input and influence should Councillor Rice be unable to attend meetings for any reason.

3. Other options considered and rejected

3.1 Not appointing a deputy which might lead to potential loss of influence for the County Council.

4. Conflicts of interest declared by the decision maker or other Executive Member consulted - none

5. Dispensation granted by the Standards Committee - none

6. Reasons for the matter being dealt with as urgent - none.
