LIONS COMMUNITY STORE, FLEET

1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT

    Lions Community Store in Fleet (formed over 10 years ago) collects and stores household furniture and effects donated by the public and then delivers them to vulnerable residents in the area. It provides 100+ monthly collections to its clients who are referred by Adult Services, housing associations, citizens advice bureaux and other caring organisations.

    The organisation is seeking funding, either:

    (i) a one-off grant to fund the running costs of their two vehicles (approx. £3,000 p.a.), or

    (ii) a contribution towards purchasing a replacement second-hand vehicle costing

    £8-9,000.

    Director of Adult Services: It is not the policy of this department to fund capital schemes such as purchasing vehicles. However, this scheme seems very worthwhile, is community based and supports services provided by a number of different departments and external agencies.

FELICIA PARK URBAN COMMUNITY FARM, GOSPORT

1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT

    Felicia Park Urban Community Farm in Gosport was established 24 years ago to improve skills for people of all backgrounds, ages and groups by involving them in programmes of animal husbandry, care of the environment, communication skills and teamwork.

    The Farm has since become a placement centre for schools, colleges and universities with its education programme involving a minimum of 75 young people every year. It also receives visits from various uniformed groups, police cadets and the local fire service.

    A grant of £5,000 is being sought towards the cost of running the Farm which includes, Project Manager salary costs (£5,180), office expenses (£800), insurances (£500) and course certificates (£350), totalling £6,830.

    Councillor Chegwyn strongly supports this application as the Farm provides a valuable service to adults and children with special needs and learning difficulties who benefit from the interaction with the animals.

    Chief Executive: Since employing a Project Manager, the Farm has been able to expand its educational programmes and projects which allows them to increase placements on its courses.

RESIDENTS OF MILLPOND ESTATE (R.O.M.E.), GOSPORT

1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT

    Residents of Millpond Estate (R.O.M.E.) in Gosport was set up seven years ago to increase community spirit and raise funds to put on activities such as outward bound trips, fetes and carnival processions for its 350-strong community.

    ROME wishes to lease a disused building from Portsmouth Housing Association to convert into a community hall and meeting place for its residents. Works being undertaken will include installing a disabled toilet, kitchen area, windows and fenced-off garden area and cost in the region of £20,000.

    Grants of £5,500 have been received from both the Lloyds TSB Foundation and Portsmouth Housing Association. Gosport Borough Council has recently awarded a grant of £5,000.

EMMAUS, HAMPSHIRE

1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT

    Emmaus, Hampshire is a charity that offers homeless people a practical way in which to move from homelessness and dependency on state benefits to taking responsibility for their own lives in self-supporting communities.

    The charity wishes to offer 22 socially excluded people a home, job and small income to rebuild their lives through a new development at Bar End in Winchester. It is hoped that the £3m project will begin in early 2008 and open to residents in 2009.

    A grant of £5,000 is being sought to fund two events to help increase awareness of the development and this sum will fund venue-hire, catering, entertainment and marketing/publicity.

FROGMORE DAY CARE CENTRE

1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT

    Frogmore Day Care Centre in Yateley has been operating for the last 25 years providing social care for its 35 elderly and infirm clients.

    The Management Committee wishes to purchase a replacement 16-seater minibus to enable them to cover a wider area to pick up clients allowing them access to facilities in the area. This then provides much-needed respite for their carers.

    The minibus is to cost £42,380 and so far £18,800 has been raised. A donation of £5,000 is being sought from this budget and applications have also been submitted to Blackwater and Yateley Town Councils (responses not yet received).

SWAY YOUTH CENTRE

1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT

    The Sway Youth Centre is currently used by three youth clubs, brownies, guides, pre-school nursery and various casual users. In order to increase usage of the centre, the management committee wish to improve facilities by installing a new insulated ceiling, lighting and boiler costing £14,165.

    It is hoped the work will be carried out during school holidays and phased according to the receipt of funds. So far £500 has been donated by various local individuals with the promise of a further £500.

    Director of Children's Services: This is a long established facility providing good community opportunities for children and young people. The lack of involvement of under 25's in the management or governance arrangements of the project is indicative of some of the work that SWAY needs to undertake to become more attractive to teenagers and older young people. The proposed work would make SWAY a more financially viable organisation by reducing overhead expenditure.

    Chief Executive: This organisation is within the Executive Member's electoral division and it is therefore recommended this request be referred to the Executive Member for Recreation and Heritage for consideration.

CARERS TOGETHER, ROMSEY

1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT

    Carers Together (whose premises are located just off The Hundred in Romsey) is a county-wide organisation founded in 1994 to support carers in Hampshire. It highlights the needs/views of carers and provides information, signposting and networks through its website and cafes. It regularly links to over 4,000 people across Hampshire and all generic care groups are represented on its management committee.

    The group wish to establish an internet café within its premises, initially for one day per month but may become more regular as demand increases. Once established it is intended to provide the internet facility as a mobile resource for carers who are unable to travel. The cost of purchasing two computers, five laptops, projector/screen and fitments for the mobile information vehicle is £10,000.

    A grant of £5,000 is being sought from this fund with the balance being met by the organisation.

    Director of Adult Services: There are concerns about duplication with other County Council and voluntary sector services which could potentially be available to the group concerned, e.g. IT equipment in Discovery Centres and "Tech-it Up" funds held by Community Action, Hampshire.

    Chief Executive: Further details have been sought from both the Recreation and Heritage Department and Community Action, Hampshire regarding possible services and funds available to this organisation.

NEW FOREST AND HAMPSHIRE COUNTY SHOW SOCIETY

1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT

    The New Forest County Show is held annually during the last week of July and attracts over 100,000 visitors over the three days.

    This year the Show's organisers have again been offered the chance to host the King's Troop Royal Horse Artillery Gun Display which consists of about eighty men, sixty horses and ceremonial gun carriages performing twice each day in the main ring. It also has a static feature within the grounds to promote the Troop's role and its duties.

    The Society is seeking a grant of £20,000 towards these costs with the balance of £25,000 being met by them.

    Director of Recreation and Heritage: Whilst I am delighted that the Show has such a high profile attraction, substantial funding has already been given from this budget. On this basis, I would recommend that no further grant aid is given.

    Head of Corporate Communications: The Troop is already billed by the organisers as appearing at this event thus their presence seems not to be dependent on grant funding. However given the prestigious nature of the Show some support may be warranted. It is therefore recommended that should a grant be awarded it is subject to some recognition of ongoing support:

    (i) a free full-page advertisement in the programme

    (ii) be cited as sponsor of the show on all promotional material not yet produced

    (iii) be considered for any other branding opportunities around the showground itself.

ST EDMUND'S CHURCH, CROFTON, NR FAREHAM

1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT

    RECONSIDERATION OF REQUEST

    In 2005 St Edmund's Church in Crofton received a grant of £5,000 to provide disabled facilities and improve access to the building. It is now that these works are underway that problems with the roof have been exposed and the original cost to replace it has increased from £104,000 to £215,000.

    The Church is now asking original donors, including English Heritage and the Veolia Trust, to increase its contributions in light of the additional work required. Both organisations have agreed. This leaves the church £5,000 short of the total amount required.

EDUCATION UGANDA

1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT

    Education Uganda is voluntary educational trust established a year ago to promote universal primary education. It aims to link/twin schools in Hampshire with those in southern Uganda to increase intercultural understanding and promote third-world/global studies.

    Four Hampshire teachers are to visit South Rwenzori between 18 July and 16 August to develop their knowledge and collect evidence of the schools and culture they will be working in. The total cost of the visit is £30,000 which will also involve producing a professional film (DVD) for educational purposes and support the above-mentioned links.

    The Trust has raised £12,000 and the teachers are being asked to contribute a total sum of £13,900. Any shortfall will be underwritten by the Zoe Carr's Educational Foundation.
