1 Introduction
1.1 The attached Appendices set out the progress being made on meeting the two Local Public Service Agreement 2 (LPSA2) targets and eight indicators that are being managed by the Children's Services Department.
1.2 The LPSA runs from April 2005 to March 2009. Originally it was intended to end in March 2008 but it has been extended to match the Local Area Agreement (LAA) timetable and has become the reward grant element of that agreement.
2 Partners
2.1 Each target contains a number of performance indicators. These indicators were negotiated with government departments to include a "stretch" in expected performance. If the stretch target is achieved then the County Council and its partners receive a reward grant.
2.2 Each target has a lead Level 1 partner. In addition, each of the targets have partners signed up at either Level 2 or Level 3. A Level 2 partner is expected to make a positive contribution to the achievement of the target while the Level 3 partners are signed up to provide general support and backing to the full range of targets. The following district councils are Level 2 partners for Targets 1 and 2; Basingstoke, New Forest, Test Valley, Rushmoor and Gosport.
3 Performance to date
3.1 The data in the Appendices show that performance in 2006 exceeded the "stretch" target in five of the eight indicators. Performance in the other three indicators is currently below the stretch target although in two of the indicators, Target 2 Indicator IV (care leavers) and Target 2 Indicator VI (level of absence) there has been an improvement in performance over the 2004 base level.
3.2 The percentage of Children Looked After (CLA) achieving 5 or more passes at grades A*-C in their GCSE examinations was lower in 2006 than in 2004. This is a small cohort where small changes in numbers can produce relatively large percentage changes. Pump priming funding available to the department through the LPSA2 agreement has been focused on work to raise the achievement of CLA.
