2. Term of Reference

· To establish and support the appropriate network of joint commissioning partnership

· To oversee the work of commissioning partnerships in their work to develop joint commissioning strategies and receive progress reports

· Establish and support the framework for joint commissioning

· To jointly commission services to agreed priorities

· Brief lead managers in the PCT and Children's Services to lead the work to develop commissioning for priority areas

· Report to the PCT Board, the Partnership Management Board, the Children's Services Management Team and Executive Members of HCC as appropriate

· Support and influence lead managers and partners engaged in the detailed work to ensure a focus on national and local standards and the improvement priorities set out in the service improvement plans of partners

· Ensure appropriate consultation and participation underpins the joint commissioning approach

· To ensure the transition between children's services and adult services is reflected in commissioning strategies

· To establish and monitor arrangements for shared funding of services to those with complex needs and to consider funding arrangements where agreement has not been reached at a local level

· To develop pooled budget arrangements to support agreed joint commissioning strategies
