302. APOLOGIES

    All Members of the Cabinet were present therefore no apologies were received.

303. DECLARATIONS OF INTEREST

    Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should normally at the time of the debate, declare their interest, and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed.

304. MINUTES

    The minutes of the meeting held on 25 June 2007 were confirmed as a correct record subject to a correction to sentence two, paragraph four of minute 292, that after "It was noted that in respect of the supporting people programme, the County Council was the only county authority to receive a 3* award", agreed the deletion of the words "since the introduction of the harder test".

305. CHAIRMAN'S COMMUNICATIONS

The Chairman congratulated Paul Burrows in the Adult Services department for winning the Council Worker of the Year 2007 award. Paul received his award at the Local Government Association annual conference in Birmingham.

306. EXCLUSION OF THE PRESS AND PUBLIC

    Resolved:

    That the public be excluded from the meeting during the following item of business, as it is likely, in view of the nature of the business to be transacted or that nature of the proceedings, that if members of the public were present during that item there would be disclosure to them of exempt information within Paragraph 3 of Part 1 of Schedule 12A to the Local Government Act 1972, and further that in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information, for the reasons set out in the report.

307. ROWNER RENEWAL PARTNERSHIP

    The Cabinet considered the exempt report of the Chief Executive and Director of Property, Business and Regulatory Services detailing revisions to the Rowner Renewal Partnership proposals approved by the Cabinet on 21 May 2007. The Chief Executive outlined the changes and the implications for the County Council, and supported by the Head of Policy and the Assistant Head of Estates, answered Members detailed questions.

    In conclusion of a full discussion and having given consideration to all the views expressed, the Cabinet adopted the recommendations set out in the report subject to the additional resolutions that the County Council's appointees to the partnership report back to the Cabinet on a regular basis and that Gosport Borough Council be requested to provide further details of their proposals for land south west of Howe Road. A copy of the substantive decision sheet is attached to these minutes as Appendix 1.

    Summary

1.1

    The following decisions were made:

a) the revised Rowner Renewal Partnership proposals as set out in the exempt report were approved.

b) The County Council's appointees to the Rowner Renewal Partnership at commencement of the project be as set out in the exempt report were approved.

c) That the County Council's appointees to the Rowner Renewal Partnership submit regular progress reports.

d) That Gosport Borough Council be requested to provide further details of their proposals for land south west of Howe Road.

    Reason

2.1

This proposal supports all three of the County Council's corporate priorities and all four themes in the Hampshire Community Strategy (i.e. Strong and Safe Communities; Health and Wellbeing; Economic Prosperity and Lifelong Learning; Environment, Infrastructure and Transport) and thus falls within the provision of Section 2 of the Local Government Act 2000 (i.e. the general power of wellbeing).

Safer and more secure for all/strong and safe communities: through engaging the community and by improving the security aspect of the urban design in the project.

Maximising Wellbeing/Health and Wellbeing/Economic Prosperity and Lifelong Learning: through creating accessible opportunities for people to engage with the community, education, skills and employment routes.

Enhancing our Quality of Place/Environment, Infrastructure and Transport: by regenerating an area of renowned blight and building a new environment that enhances the quality of life of the people who will live there, creating a self-sustaining and improving community realising its potential for the first time in decades.
