BEST VALUE PERFORMANCE INDICATORS, LOCAL AREA AGREEMENT AND PERFORMANCE REPORT - 2006/07 YEAR END RESULTS

As a sister report to the above, the Cabinet also considered the key performance issues arising from 2006/07 along with the 2006/07 end of year performance results in relation to the Best Value Performance Indicators (BVPIs) and the Local Area Agreement (LAA). Although progress with specific initiatives is reported and considered separately throughout the year, this overall performance report collated progress with the headline issues, highlighted areas of progress against targets, identified the areas of risk and improvement and summarised the key performance issues arising from them.

The Cabinet welcomed the overall strong performance in relation to the BVPIs and the LAA and noted that good progress was being made. They also noted that for areas identified as requiring improvement, action is being taken. In line with the Corporate Business Plan report, the Cabinet took the decision that extracts from the BVPI, LAA and Performance report and the outturn results be published on the County Council's Performance Plan website.

In regard to future performance reporting, the Local Government White Paper "Strong and Prosperous Communities" outlined changes to the performance framework for local government which will see a reduction in the number of performance indicators. These will replace the current BVPIs and comprise a set of 200 national indicators (plus 18 education indicators) and 35 priority targets within the LAA. Performance against these targets will feed into the new Comprehensive Area Assessment (CAA) which will replace the existing Comprehensive Performance Assessment (CPA) process from 2009. Although the final details will not be available until the Comprehensive Spending Review 2007 (CSR07) is published in the autumn, work is underway to take an early view about the likely national and local performance indicators the County Council will be working towards.
