61 REVIEW OF SERVICES FOR 76 PEOPLE LIVING WITH LEARNING DISABILITY IN 12 HOMES IN SOUTHEAST HAMPSHIRE AND RE-PROVISION OF SERVICES AT TAMERINE, HORNDEAN
Denise Holden presented the Minutes of the Southeast Hampshire Services for People with a Learning Disability Scrutiny Panel which met on 25 June 2007. She outlined the current services being provided and the future proposals of Hampshire Adult Services, Hampshire Primary Care Trust and Hampshire Partnership NHS Trust.
RESOLVED:
That:
a. The Minutes of the meeting of the Southeast Hampshire Services for People with a Learning Disability Scrutiny Panel held on 25 June 2007 be approved.
b. A strategic needs and assessment analysis and business case for the future of the homes be presented to the Joint Committee at its meeting on 3 December 2007.
62 MENTAL HEALTH WORKSHOP
The Chairman reported that, for various reasons, the Mental Health Workshop scheduled for 26June 2007 had been cancelled. There was a need to explore the most valuable areas for discussion and look at the impact of the Mental Health Bill which was scheduled to receive the Royal Assent in October. It was also thought that District Councils should have an input to the Workshop.
RESOLVED:
That arrangements be made for the Mental Health Workshop to be held on Monday, 22 October 2007 and that the appropriate Executive Member from each District Council be invited to attend.
63 MATERNITY SERVICES IN SOUTHEAST HAMPSHIRE
Denise Holden reported that the Portsmouth City Teaching Primary Care Trust now had agreed that that there should be a stand alone birthing centre on Portsea Island and that the Hampshire Primary Care Trust was shortly to go out to consultation on proposals for the birthing centres in southeast Hampshire, including the new co-located centre at Queen Alexandra Hospital, Cosham.
64 HAMPSHIRE PARTNERSHIP NHS TRUST - FOUNDATION STATUS
Denise Holden reported that the Hampshire Partnership NHS Trust had now published its consultation document on proposals for Foundation Status. Overall the document was found to be easy to read and clear, although the explanation of the catchment areas was difficult to understand without a key to the different constituencies you will be serving. The vision and goals set by the Trust were broadly consistent with aspirations of each Authorities, however it was felt that it would be helpful to strengthen the emphasis on enabling service users to exercise choice and maintain independence for as long as possible. It was also felt that there needed to be a more explicit reference to stronger partnership working to ensure the seamless delivery of care across service providers, particularly those that may be smaller than the Trust, or sharing boundaries. The emphasis placed in the strategy on providing specialist mental health and learning disability services is to be welcomed.
RESOLVED:
That the Chairman writes the Hampshire Partnership NHS Trust expressing the views of the Joint Committee.
65 UPDATE FROM LOCAL AUTHORITIES
Isle of Wight
Sarah Mitchell reported on the proposals for more integrated working with health on the Island. A memorandum of understanding had been agreed with the Isle of Wight Primary Care Trust which set out five targets to be achieved which were :
· Increasing Life Expectancy
· Rationalising property on the Island owned by the he Council and Health
· Sharing support services
· Joint Commissioning across all services
· Island Strategic Partnership.
Portsmouth
Councillor Mason reported that since March the Panel had held three meetings with a forth scheduled for this week. At these meetings their Panel had examined;
· Performance of Portsmouth Hospitals NHS Trust in meeting cleanliness and infection control standards
· The performance and response times of the South Central Ambulance NHS Trust in and around Portsmouth
· Mental Health Services, Learning Disability Services and Child Adolescent Mental Health Services provided by Portsmouth City Teaching Primary Care Trust and the City Council
All were highly important issues to the Panel and the NHS Trusts would continue to be monitored by the Panel throughout the year.
One area of concern that was certain to be investigated by the Panel more thoroughly was the options proposed by Portsmouth City Teaching Primary Care Trust for a stand alone birthing centre on Portsea Island, an issue the {Panel had in inherited from the Joint Health Overview and Scrutiny Committee. The Panel had received information on three possible models at its last meeting but it was not satisfied that the Primary Care Trust's preferred option ( A midwife assistant led unit) was the best option and felt that further consultation and examination was needed to exhaust all possibilities. The Panel would be hearing the views of Portsmouth Hospitals NHS Trust and the Maternity Services Liaison Committee at its meeting in September.
The Panel also had concerns about the proposals and consultation surrounding the reconfiguration of services in West Sussex , which could have potential huge impact on facilities available in Portsmouth and Southeast Hampshire.
Hampshire
Denise Holden reported on the progress being made on recommendations resulting from the Care at the End of Life Review. South Central Health Overview and Scrutiny Committees had raised concerns about the South Central Strategic Health Authority's proposals for community hospitals and a further meeting of the South Central Committees was to be held on 18 July 2007. Like Portsmouth, Hampshire also had concerns about the proposals and consultation surrounding the reconfiguration of services in West Sussex , which could have potential huge impact on facilities available in Portsmouth and Southeast Hampshire.
Southampton
On behalf of Southampton David Pryke reported that Following elections in May and the installation of a new administration, there had been a substantial change in the membership of the Public Health Scrutiny Panel. As a consequence at its first meeting on 9 July a substantial amount of time was spent establishing health service provision and structures in the city, the various strategies and partnerships designed to improve health and well-being, and the key health issues facing the city. The Scrutiny Panel then examined the Primary Care Trust's proposals for GP services in the inner city area and made recommendations seeking to ensure the continuing availability of smaller as well larger practices, and that future selection processes should preclude the existence of smaller practices for which there is string public support as evidenced by the number of members of the public attending the meeting.
